STATE OF NEW HAMPSHIRE

In the Year of Our Lord Two Thousand Fifteen

AN ACT establishing an energy awareness commission.

Be it Enacted by the Senate and House of Representatives in General Court convened:

1 New Subdivision; Energy Awareness Commission. Amend RSA 4-C by inserting after section 30 the following new subdivision:

Energy Awareness Commission

4-C:31 Energy Awareness Commission.

I. There is established an energy awareness commission.

II.(a) The members of the commission shall be as follows:

(1) Three members of the house of representatives, appointed by the speaker of the house of representatives.

(2) One member of the senate, appointed by the president of the senate.

(3) The director of the office of energy and planning, or designee.

(4) One member representing the public utilities commission, appointed by the public utilities commission.

(5) Two members, one with expertise in kindergarten through grade 12 education and one with expertise in higher education, appointed by the commissioner of the department of education.

(6) One member representing a utility company, appointed by the governor.

(b) Legislative members of the commission shall receive mileage at the legislative rate when attending to the duties of the commission.

III. The commission shall establish an energy awareness education program to:

(a) Broaden the understanding of human induced climate change, possible long-term and short term consequences, and potential solutions.

(b) Apply the latest scientific and technological discoveries to provide formal and informal learning opportunities to people of all ages.

(c) Emphasize action and information to help people understand and promote implementation of new technologies, programs, and incentives related to energy conservation, renewable energy, and greenhouse gas reduction.

(d) Promote within the state of New Hampshire official recognition of individuals, companies, and organizations that have made significant gains in energy awareness and energy conservation.

IV. The members of the commission shall elect a chairperson from among the members. The first meeting of the commission shall be called by the first-named house member. The first meeting of the commission shall be held within 45 days of the effective date of this section. Five members of the commission shall constitute a quorum.

V. The commission shall report on its progress, findings, and recommendations to the governor on a quarterly basis, beginning January 1, 2016.

2 Effective Date. This act shall take effect upon its passage.
