STATE OF NEW HAMPSHIRE

In the Year of Our Lord Two Thousand Fifteen

AN ACT relative to part-time employment by retirees in the New Hampshire retirement system.

Be it Enacted by the Senate and House of Representatives in General Court convened:

1 Retirement System; Part-Time Employment. Amend RSA 100-A:1, XXXIV to read as follows:

XXXIV. “Part-time” for purposes of employment of a retired member of the New Hampshire retirement system but excepting per diem court security officers and court bailiffs, means employment during a calendar year by one or more employers of the retired member which shall not exceed [32 hours in each normal calendar week. Employment in some instances may exceed 32 hours in any normal calendar week provided that in such case, the part-time employment of the retired member shall not exceed 1,300 hours in a calendar year, so long as such part-time employment does not occur outside of a 5-consecutive-month period] 1664 hours in any 12-month period.

2 Repeal. RSA 100-A:7-b, relative to emergency exceptions to part-time employment, is repealed.

3 Effective Date. This act shall take effect 60 days after its passage.

HB 396-FN - FISCAL NOTE

AN ACT relative to part-time employment by retirees in the New Hampshire retirement system.

FISCAL IMPACT:

      The New Hampshire Retirement System states this bill, as introduced, will increase state restricted expenditures by an indeterminable amount in FY 2015. There will be no fiscal impact on county and local expenditures, or state, county, and local revenue.

METHODOLOGY:

    The New Hampshire Retirement System states this bill increases from 1,300 hours to 1,664 hours the annual hourly limit on retired members’ part-time employment, and removes the weekly 32-hour limit on part-time employment. The System states the bill will necessitate changes to its pension database, and projects costs in the range of $1,650 to $2,500, which the System expects to incur in FY 2015. All of the System’s administrative costs are borne by the Retirement System’s Trust Fund; accordingly, the bill will have no state general fund impact.
