STATE OF NEW HAMPSHIRE

In the Year of Our Lord Two Thousand Fifteen

AN ACT establishing a committee to study the funding of certain state aid grants.

Be it Enacted by the Senate and House of Representatives in General Court convened:

15:1 Committee Established. There is established a committee to study the funding of state aid grants under RSA 486, RSA 486-A, and RSA 149-M.

15:2 Membership and Compensation.

I. The members of the committee shall be as follows:

(a) Three members of the house of representatives, appointed by the speaker of the house of representatives, 2 of whom shall be members of the resources, recreation and development committee, and one of whom shall be a member of the house finance committee.

(b) Two members of the senate, appointed by the president of the senate.

II. Members of the committee shall receive mileage at the legislative rate when attending to the duties of the committee.

15:3 Duties. The committee shall study the state aid programs under RSA 486, RSA 486-A, and RSA 149-M, with emphasis on the funding of these programs. The study shall include, but not be limited to:

(a) Determining whether the current thresholds for state aid are appropriate.

(b) Determining how to fund future state aid projects.

(c) Establishing clear criteria for when and which projects are eligible for state aid grants.

(d) Establishing clear criteria for prioritization of future state aid projects.

(e) Determining the best financing options available to fund future state aid projects.

(f) Any other matter the committee deems relevant.

15:4 Chairperson; Quorum. The members of the study committee shall elect a chairperson from among the members. The first meeting of the committee shall be called by the first-named house member. The first meeting of the committee shall be held within 45 days of the effective date of this section. Three members of the committee shall constitute a quorum.

15:5 Report. The committee shall report its findings and any recommendations for proposed legislation to the speaker of the house of representatives, the president of the senate, the house clerk, the senate clerk, the governor, and the state library on or before November 1, 2015.

15:6 Effective Date. This act shall take effect upon its passage.
