STATE OF NEW HAMPSHIRE

In the Year of Our Lord Two Thousand Fifteen

AN ACT establishing the position of school nurse coordinator in the department of education and making an appropriation therefor.

Be it Enacted by the Senate and House of Representatives in General Court convened:

1 Department of Education; Division of Educational Improvement. RSA 21-N:6 is repealed and reenacted to read as follows:

21-N:6 Division of Educational Improvement.

I. There is hereby established within the department the division of educational improvement, under the supervision of an unclassified director of educational improvement who shall be responsible for the following functions, in accordance with applicable laws:

(a) Providing technical and consulting services in both academic and support areas to public elementary and secondary schools.

(b) Administering the provisions of RSA 186-C relative to special education.

(c) Administering federal and state programs designed to assist the education of students and teachers.

(d) Developing and administering standards governing the professional development of educators from pre-service preparation through ongoing professional growth.

(e) Administering standards for approving elementary and secondary schools in accordance with rules adopted by the board under RSA 21-N:9,?I.

(f) Providing technical support and services to school nurses in the areas of health and wellness, mental health, alcohol and substance abuse issues, parental education, and staff development for school nurses.

II. There is established in the division of educational improvement the position of school nurse consultant who shall be a classified employee qualified to hold such position by reason of education and experience. The school nurse consultant shall coordinate and guide school nurses and other school personnel responsible for student health care in the areas of student health and wellness, mental health, alcohol and substance abuse, parental education, and staff development.

2 Appropriation. There is hereby appropriated the sum of $87,000 for the fiscal year ending June 30, 2016 and $87,000 for the fiscal year ending June 30, 2017 to the department of education, division of educational improvement, for the position of school nurse consultant established in RSA?21-N:6, II. The governor is authorized to draw a warrant for said sums out of any money in the treasury not otherwise appropriated.

3 Effective Date. This act shall take effect July 1, 2015.

HB 575-FN-A - FISCAL NOTE

AN ACT establishing the position of school nurse coordinator in the department of education and making an appropriation therefor.

FISCAL IMPACT:

    The Department of Education states this bill, as introduced, will increase state expenditures by $84,000 in FY 2016, $86,000 in FY 2017, $90,000 in FY 2018, and $94,000 in FY 2019. There will be no fiscal impact on county and local expenditures, or state, county, and local revenue.

    This bill appropriates $87,000 in FY 2016, and $87,000 in FY 2017 from the state general fund to the Department of Education for the purposes of this act.

METHODOLOGY:

    The Department of Education states this bill establishes the position of school nurse consultant within the Department’s division of educational improvement to assist in providing technical support and services to school nurses, and makes a state general fund appropriation of $87,000 in both FY 2016 and FY 2017 for said position. The Department of Education estimates all costs associated with this position would total $84,000 in FY 2016, $86,000 in FY 2017, $90,000 in FY 2018, and $94,000 in FY 2019.
