STATE OF NEW HAMPSHIRE

In the Year of Our Lord Two Thousand Fifteen

AN ACT establishing a maple products coordinator in the department of agriculture, markets, and food using federal funds.

Be it Enacted by the Senate and House of Representatives in General Court convened:

1 New Section; Position Created. Amend RSA 429 by inserting after section 28 the following new section:

429:29 Maple Products Coordinator. A maple products coordinator position shall be established in the department of agriculture, markets, and food, who shall be under the direction of the commissioner. The maple products coordinator shall promote research, development, education, resource sustainability, and marketing for maple syrup and maple-sap products, and encourage expansion of maple sugaring activities on privately owned land. The position shall be funded with federal funds available from the Acer Access and Development program established in Public Law 113-79, section 12306. The commissioner of the department of agriculture, markets, and food is authorized to accept federal grants for the purpose of funding this position. The commissioner shall also apply for, receive and expend funds from other non-federal sources including grants and matching funds which may be available and accept private donations and gifts from any source for the purpose of supporting the work of the maple products coordinator.

2 Effective Date. This act shall take effect 60 days after its passage.

HB 579-FN - FISCAL NOTE

AN ACT establishing a maple products coordinator in the department of agriculture, markets and food using federal funds.

FISCAL IMPACT:

    The Department of Agriculture, Markets states this bill, as introduced, may increase state expenditures by an indeterminable amount in FY 2016 and each year thereafter. There is no fiscal impact on county and local expenditures or state, county and local revenue.

METHODOLOGY:

    The Department of Agriculture, Markets and Food states this bill establishes a maple products coordinator to promote research, development, education, resource sustainability, and marketing for maple syrup and maple sap products, and directs that the position be funded with federal funds available from the Acer Access and Development program established in Public Law 113-79, section 12306. The Department states without federal funding it could not support this position with its operating budget. Assuming the Department receives federal funds for FY 2016, the Department would establish this position as a program assistant II at an approximate cost of $60,000 for salary, benefits and equipment. The Department has no information to determine when, or if, it will receive any federal funds for this position, and as a result cannot determine the exact fiscal impact of this bill at this time.
