STATE OF NEW HAMPSHIRE

In the Year of Our Lord Two Thousand Fifteen

A RESOLUTION urging Congress to adopt a policy ending the use of a backward American Flag on military uniforms.

Whereas, on February 3rd of 2005 the Secretary of the Army overstepped his authority by adding to Regulation 670-1, Wear and Appearance of Army Uniforms and Insignia, authorizing the wear of the reverse side: United States flag replica on utility and organizational uniforms on a permanent basis; and

Whereas, New Hampshire is a proud and patriotic state involved in the founding of this nation and the creation of its living symbol, the American flag; and

Whereas, the living symbol of America is known throughout the world to stand for justice, liberty, and freedom, whether on a soldier’s uniform, in an embassy, a hotel or book, Old Glory is recognized in an instant because it is our label, brand, and logo; and

Whereas, our founding fathers designed the flag and outlined very clearly how it should be seen and treated, a backward American flag should not be used to represent the United States for any reason, under any circumstance; and

Whereas, The United States Flag Code specifies the ways in which our flag should be handled and displayed, giving only one person authority to alter it, a president of the United States; and

Whereas, we support the adoption of a unified policy for all military branches that include the American flag on their uniform, to ensure the proper display of the American Flag as outlined in United States Flag Code, 4 U.S.C. section 1 et seq.; and

Whereas, we urge the President and the Congress to amend the United States Flag Code to specify that the American flag is to never be worn backward or in reverse; and

Whereas, the proper treatment and display should be the concern of all Americans; now, therefore, be it

Resolved by the House of Representatives, the Senate incurring:

That the New Hampshire legislature respectfully urges the President, the Congress of the United?States, and the Department of the Army to end the backward display of the American flag on military uniforms; and

That the house clerk forward official copies of this resolution to the President of the United?States, the speaker of the United States House of Representatives, the president of the United States Senate, the joint chiefs of staff, and to all the members of the New Hampshire congressional delegation with the request that this resolution be officially entered in the Congressional Record as a high priority for the Congress of the United States of America.
