This house resolution requests the National Oceanic and Atmospheric Administration and the United States Congress to relax rules on Atlantic fisheries and to keep recreational fishing open during the busiest season each year.

STATE OF NEW HAMPSHIRE

In the Year of Our Lord Two Thousand Fifteen

A RESOLUTION requesting the National Oceanic and Atmospheric Administration and Congress to relax rules on Atlantic states recreational fishing.

Whereas, New Hampshire’s small, family-owned charter boat operators, recreational fishermen, tourism industry, towns, and related businesses are being adversely impacted by “catch-share” rules, onerous regulations, and additional permits; and

Whereas, new rules by the National Oceanic and Atmospheric Administration (NOAA) have placed severe restrictions on New Hampshire’s charter boat operators and would unduly restrict recreational fishing for either cod or haddock during some of the busy spring season; and

Whereas, the latest data reported by the National Marine Fisheries Service (NMFS) has shown that overfishing of haddock is not occurring presently; and

Whereas, the entire fleet of charter boats taking clients out for recreational fishing take less than a single commercial gill net fishing vessel in one season; and

Whereas, this closure jeopardizes the livelihood of these businesses and our local shops, inns, hotels, grocers, coops, craft stores, and restaurants from the loss of tourists and fishermen who consequently decide against travel to New Hampshire; now, therefore, be it

Resolved by the House of Representatives:

That the New Hampshire house of representatives hereby requests the National Oceanic and Atmospheric Administration (NOAA) to relax recent regulations in light of their impact on our state’s economy and self sufficiency, and in light of the most recent data from the National Marine Fisheries Service (NMFS); and

That the New Hampshire house of representatives hereby requests Congress to investigate every reasonable means to keep recreational fishing open during the busiest season each year; and

That copies of this resolution be sent by the house clerk to the National Oceanic and Atmospheric Administration and to each member of the New Hampshire congressional delegation.
