STATE OF NEW HAMPSHIRE

In the Year of Our Lord Two Thousand Fifteen

AN ACT establishing a committee to study the feasibility of a club assistance program for off highway recreational vehicles.

Be it Enacted by the Senate and House of Representatives in General Court convened:

34:1 Committee Established. There is established a committee to study the feasibility of a club assistance program for off highway recreational vehicles (OHRVs).

34:2 Membership and Compensation.

I. The members of the committee shall be as follows:

(a) One member of the senate, appointed by the president of the senate.

(b) Two members of the house of representatives, appointed by the speaker of the house of representatives.

II. Members of the committee shall receive mileage at the legislative rate when attending to the duties of the committee.

34:3 Duties. The committee shall:

I. Review the effectiveness of the existing registration structure for OHRVs, with consideration of:

(a) Establishing a club assistance program that encourages all OHRV riders to either join an OHRV club or pay into the grant-in-aid program to help maintain the state’s trail system.

(b) Statistics of sales and registrations of OHRVs.

(c) Rights and responsibilities of state agencies, manufacturers, sales organizations, and OHRV clubs.

II. Seek input from concerned individuals, organizations, and state agencies such as, but not limited to:

(a) The department of resources and economic development, divisions of forest and lands, parks and recreation, and travel and tourism.

(b) The fish and game department.

(c) The New Hampshire Off Highway Vehicle Association.

(d) Local OHRV clubs.

(e) OHRV dealers and their trade association, the NHADA.

(f) A private landowner with a state trail on his or her property.

(g) The general public, and other organizations with a public interest.

34:4 Chairperson; Meetings. The members of the study committee shall elect a chairperson from among the members. The first meeting of the committee shall be called by the first-named senate member. The first meeting of the committee shall be held within 45 days of the effective date of this section.

34:5 Recommendations and Report. The committee shall report its findings and any recommendations for proposed legislation to the president of the senate, the speaker of the house of representatives, the senate clerk, the house clerk, the governor, and the state library on or before November 1, 2015.

34:6 Effective Date. This act shall take effect upon its passage.
