STATE OF NEW HAMPSHIRE

In the Year of Our Lord Two Thousand Fifteen

AN ACT relative to newborn screening for Krabbe Leukodystrophy.

Be it Enacted by the Senate and House of Representatives in General Court convened:

1 Newborn Screening; Globoid Cell Leukodystrophy (Krabbe). Amend the introductory paragraph of RSA 132:10-a, I to read as follows:

I. The physician, hospital, nurse midwife, midwife, or other health care provider attending a newborn child shall test a newborn child for metabolic disorders. Such tests shall include, but not be limited to, phenylketonuria, galactosemia, homocystinuria, maple syrup urine disease, [and] hypothyroidism, and globoid cell leukodystrophy (krabbe). Additional disorders shall be added to the newborn screening panel based upon, but not limited to, the following considerations:

2 Effective Date. This act shall take effect 60 days after its passage.

SB 200-FN - FISCAL NOTE

AN ACT relative to newborn screening for Krabbe Leukodystrophy.

FISCAL IMPACT:

      The Department of Health and Human Services states this bill, as introduced, will increase state revenue and expenditures by $187,500 in FY 2016 and each year thereafter. There will be no fiscal impact on county and local revenues or expenditures.

METHODOLOGY:

    The Department of Health and Human Services states this bill would add Krabbe Leukodystrophy to New Hampshire’s newborn screen panel. As per Administrative Rule He-P 3008.14, the New Hampshire Newborn Screen Program has the authority to establish and impose fees upon hospitals for newborn screen tests performed. Funds generated through the sale of newborn screening filter papers are placed into the Newborn Screen Fund, which is used to support program and operations costs. The Department states this bill will increase the cost of the newborn screen tests from $71 to $86 per test ($15) and will require the State to amend its current agreement with the New England Newborn Screen Program, which provides the newborn screen tests. The Department estimates 12,500 babies will be born annually. Therefore, this bill will increase state revenues by $187,500 (12,500 * $15) annually, which would be borne by local hospitals paying for the newborn screen tests. The additional state revenues would be used to pay for the increased costs associated with the newborn screening filter papers, which would include Krabbe Leukodystrophy.
