AMENDED ANALYSIS

 

\tThis bill provides that students attending a chartered public school shall be provided bus transportation to their school on the same terms and conditions provided for students attending non-chartered public schools.  The bill also removes the requirement that a chartered public school is liable for additional costs for transporting students to a chartered public school within the student's school district.

STATE OF NEW HAMPSHIRE

 

In the Year of Our Lord Two Thousand Sixteen

 

AN ACT\trelative to bus transportation for chartered public school students.

 

Be it Enacted by the Senate and House of Representatives in General Court convened:

 

\t1  Chartered Public Schools; Establishment.  Amend RSA 194-B:2, V to read as follows:

\t\tV.  Attendance at a chartered public school for the purposes of transportation shall not constitute assignment under the provisions of RSA 189:6 and RSA 189:8.  Pupils who reside in the school district in which the chartered public school is located shall be provided transportation to that school by the district on the same terms and conditions as provided for [in RSA 189:6 and RSA 189:8 and that transportation is provided to pupils attending other] non-chartered public schools [within that] in the district and utilizing the same regular bus schedules and routes that are provided to pupils attending non-chartered public schools within that district.  [However, any added costs for such transportation services shall be borne by the chartered public school.]

\t2  Effective Date.  This act shall take effect July 1, 2016.

HB 1272-FN- FISCAL NOTE

 

AN ACT\trelative to bus transportation for chartered public school students.

 

 

FISCAL IMPACT:

The Department of Education states this bill, as amended by the Senate (Amendment #2016-0810s), may have an indeterminable impact on local expenditures in FY 2016 and each year thereafter.  There will be no impact on state, county, and local revenue or state and county expenditures.

 

METHODOLOGY:

The Department of Education states this bill amends RSA 194-B:2, V relative to transportation costs for chartered public school students.  The Department states it does not collect information from chartered public schools relative to added costs for transportation services and is therefore unable to estimate the fiscal impact, if any, of this bill.
