STATE OF NEW HAMPSHIRE

 

In the Year of Our Lord Two Thousand Sixteen

 

AN ACT\trelative to the definition of educational competencies.

 

Be it Enacted by the Senate and House of Representatives in General Court convened:

 

\t1  New Paragraph; Statewide Education Improvement and Assessment Program; Definitions.  Amend RSA 193-C:2 by inserting after paragraph II the following new paragraph:

\t\tII-a.  "Competencies" means student learning targets that represent academic concepts, skills, and knowledge measured within a single content domain such as reading and language arts, mathematics, science, history, geography, civics, and economics and determined by a district.

\t2  Statewide Education Improvement and Assessment Program; Areas of Assessment.  Amend RSA 193-C:5 to read as follows:

\t193-C:5  Areas of Assessment.  The academic areas to be assessed shall include, but not be limited to: reading and language arts, mathematics, science, history, geography, civics, and economics.  The statewide assessment program shall only measure student understanding of key content-specific concepts, skills, and knowledge applied within [or across academic content domains] a single content domain.

\t3  Adequate Public Education; Definitions.  Amend RSA 193-E:3-a to read as follows:

\t193-E:3-a  Definitions.  In this [section] chapter:

\t\tI.  "Commissioner'' means the commissioner of the department of education.

\t\tI-a.  "Competencies" means student learning targets that represent academic concepts, skills, and knowledge measured within a single content domain such as reading and language arts, mathematics, science, history, geography, civics, and economics and determined by a district.

\t\tII.  "Department'' means the department of education.

\t\tIII.  "Input-based school accountability system'' means the certified narrative explanation describing how a school has demonstrated compliance with the school approval standards included in the opportunity for an adequate education required under RSA 193-E:3-b.

\t\tIV.  "Performance-based school accountability system'' means the scoring system required under RSA 193-E:3-b and implemented by the department in rules adopted pursuant to RSA 541-A.

\t\tV.  "State board'' means the state board of education.

\t4  School Performance and Accountability; Definitions.  Amend RSA 193-H:1, I-a to read as follows:

\t\tI-a.  "Competencies'' means student learning targets that represent key content-specific concepts, skills, and knowledge applied within [or across content domains] a single content domain.  

\t5  Effective Date.  This act shall take effect 60 days after its passage.
