STATE OF NEW HAMPSHIRE

 

In the Year of Our Lord Two Thousand Sixteen

 

AN ACT\trequiring the department of health and human services to report on the effectiveness of mental health treatment programs.

 

Be it Enacted by the Senate and House of Representatives in General Court convened:

 

\t1  Statement of Intent.  The general court recognizes that the department of health and human services contracts with third parties to provide services to behavioral and health treatment programs.  The general court also recognizes that the effectiveness of these programs is paramount to providing cost-effective and efficient services to persons in need of these programs.  Therefore, the general court hereby requires the department of health and human services to make  an annual report to the general court and the governor  containing information regarding the effectiveness of these programs.

\t2  New Paragraph; Report on Effectiveness of Certain Programs Required.  Amend RSA 126-A:5 by inserting after paragraph XXIX the following new paragraph:

\t\tXXX.  The commissioner shall make an annual report, commencing on November 1, 2015, to the governor, the speaker of the house of representatives and the president of the senate, on the effectiveness of its behavioral health and addiction treatment programs including information on third party contractors providing services to these programs.  The report shall contain comparisons to providers nationally and to neighboring states.  The report shall also contain comparisons of the separate providers who contract with the  department.

\t3  Effective Date.  This act shall take effect 60 days after its passage.
