\tThis bill requires the department of health and human services to offer a secure website for the payment of child support.  The system will provide parents with their payment history, payment schedule, and a monthly statement indicating the amount of child support owed and received.

STATE OF NEW HAMPSHIRE

 

In the Year of Our Lord Two Thousand Sixteen

 

AN ACT\trelative to child support paid through the department of health and human services.

 

Be it Enacted by the Senate and House of Representatives in General Court convened:

 

\t1  Department of Health and Human Services; Online Payment of Child Support.  The department of health and human services shall develop and administer a secure website for the payment and disbursement of child support through the division of child support services.  The online system shall include an electronic process for receipt of payments from obligor parents and employers and for electronic disbursements to obligee parents.  The online system also shall provide obligor and obligee parents with their payment history; a monthly statement of child support owed and received; and forecast amounts for the next 30, 60, and 90-day periods.

\t2  Implementation Plan.  On or before November 1, 2016, the commissioner of the department of health and human services shall develop an implementation plan for the online child support system, which shall be submitted to the speaker of the house of representatives, the senate president, the chairperson of the house children and family law committee, the chairperson of the senate health and human services committee, the house clerk, the senate clerk, the governor, and the state library.

\t3  Effective Date.

\t\tI.  Section 1 of this act shall take effect July 1, 2017.

\t\tII.  The remainder of this act shall take effect upon its passage.

HB 1447-FN- FISCAL NOTE

 

AN ACT\trelative to child support paid through the department of health and human services.

 

 

FISCAL IMPACT:

The Department of Health and Human Services states this bill, as introduced, will have an indeterminable impact on state expenditures in FY 2017 and each year thereafter.  There will be no impact on county or local expenditures, or state, county, or local revenue.

 

METHODOLOGY:

The Department of Health and Human Services states this bill requires it to offer a secure website for the payment of child support, as well as an online system to provide parents with their payment history, payment schedule, and monthly schedule indicating the amount of child support owed and received.  The Department states that it is required by federal law to operate a State Disbursement Unit (SDU) for the collection and disbursement of payments under support orders, and that it is currently preparing a request for proposals to replace the current vendor contract ending June 30, 2016.  The upcoming RFP will require the vendor to operate a secure website that will meet the general functionality requirements outlined in this bill; accordingly, the Department projects the bill will result in no additional expenditures.  In making this projection, the Department assumes that it will not be required to use the same secure website for both the disbursement of payments and to provide receipt of payments and access to payment history and disbursement records.  The Department states that for reasons of security and efficiency, the upcoming RFP will require that these functionalities remain separate.  If the Department's assumption is incorrect and the bill is interpreted to require a single website for all of the aforementioned functions, it will require changes to the existing disbursement system and may result in an indeterminable increase in state expenditures.

 

The Department of Information Technology states that without an implementation plan, it is unable to provide an estimate of the cost to develop the secure website required by this bill.
