STATE OF NEW HAMPSHIRE

 

In the Year of Our Lord Two Thousand Sixteen

 

AN ACT\trelative to recording of roll calls of legislative committees.

 

Be it Enacted by the Senate and House of Representatives in General Court convened:

 

\t1  New Section; Legislative Proceedings; Committee Records; Roll Call Votes.  Amend RSA 14 by inserting after section 10 the following new section:

\t14:10-a  Legislative Committees; Roll Calls.  At each legislative committee meeting, final action on any bill or resolution shall be by roll call.  All roll call votes shall appear in the records of the committee preserved by the clerk of the committee.  In all roll call votes the names of the members voting for the motion, the names of the members voting against the motion, and the names of members not participating because of a conflict of interest, or absent shall be recorded.  If a member is present when the question is put, he or she must vote when called unless the member is not participating because of a declared conflict of interest or absence.  All recorded roll calls of legislative committees shall be made publicly available on the general court Internet page in as timely a manner as possible.

\t2  Effective Date.  This act shall take effect 60 days after its passage.
