STATE OF NEW HAMPSHIRE
In the Year of Our Lord Two Thousand Sixteen
AN ACT\testablishing a commission to review and make recommendations for the recodification of RSA 284 and RSA 287-D.
Be it Enacted by the Senate and House of Representatives in General Court convened:
\t1 New Subdivision; Charitable Gaming Recodification Commission. Amend RSA 287-D by inserting after section 25 the following new subdivision:
Charitable Gaming Recodification Commission
\t287-D:25-a Charitable Gaming Recodification Commission Established.
\t\tI. There is established a committee to review and make recommendations regarding the recodification of RSA 284 and RSA 287-D.
\t\tII. The members of the commission shall be as follows:
\t\t\t(a) Three members of the house of representatives, one of whom shall be a member of the ways and means committee, one of whom shall be a member of the executive departments and administration committee, and one of whom shall be a member of the finance committee, all appointed by the speaker of the house of representatives.
\t\t\t(b) One member of the senate, appointed by the president of the senate.
\t\t\t(c) The executive director of the lottery commission, or designee.
\t\t\t(d) The commissioner of the department of safety, or designee.
\t\t\t(e) One member who has a background in the operation of live horse racing or simulcast racing, appointed by the governor.
\t\t\t(f) One member who has a background in charity gaming, appointed by the governor.
\t\tIII. Legislative members of the commission shall receive mileage at the legislative rate when attending to the duties of the commission.
\t\tIV. The commission shall seek suggestions from, but not limited to, the public, the staff of the lottery commission, including the racing and charitable gaming commission division.
\t\tV. The commission shall review and propose updates to RSA 284 and RSA 287-D for consideration by the legislature.
\t\tVI. The members of the commission shall elect a chairperson from among the members. The first meeting of the commission shall be called by the house member appointed from the ways and means committee. The first meeting of the commission shall be held within 60 days of the effective date of this section. Five members of the commission shall constitute a quorum.
\t\tVII. The commission shall report its findings and any recommendations for proposed legislation to the speaker of the house of representatives, the president of the senate, the house clerk, the senate clerk, the governor, and the state library on or before November 1, 2016.
\t2 Repeal. RSA 287-D:25-a, relative to the charitable gaming recodification commission, is repealed.
\t\tI. Section 2 of this act shall take effect November 1, 2016.
\t\tII. The remainder of this act shall take effect upon its passage.
