STATE OF NEW HAMPSHIRE

 

In the Year of Our Lord Two Thousand Sixteen

 

AN ACT\tauthorizing additional part-time positions at the department of administrative services and making an appropriation therefor, and relative to the revenue stabilization reserve account.

 

Be it Enacted by the Senate and House of Representatives in General Court convened:

 

\t1  New Classified Positions; Department of Administrative Services.

\t\tI.  The commissioner of the department of administrative services is authorized to hire the following classified permanent part-time positions at no more than 25 hours a week:

\t\t\t(a)  A health benefit program specialist/program specialist IV (LG 25)

\t\t\t(b)  An accountant I – division of accounting services, statewide payroll unit (LG 16)

\t\t\t(c)  A workforce development administrator I – division of personnel (LG 27)

\t\tII.  The governor is authorized to draw a warrant for the amount necessary to pay for the positions authorized in paragraph I out of any money in the treasury not otherwise appropriated.

\t2  Revenue Stabilization Reserve Account.  Amend RSA 9:13-e, II to read as follows:

\t\tII.  There is hereby established within the general fund general ledger a revenue stabilization reserve account.  At the close of the fiscal biennium ending June 30, 2001, and at the close of each fiscal biennium thereafter, any surplus, as determined by the official audit performed pursuant to RSA 21-I:8, II(a) shall be transferred by the comptroller to a special nonlapsing revenue stabilization reserve account[; provided, however, that in any single fiscal year the total of such transfer shall not exceed 1/2 of the total potential maximum balance allowable under paragraph V].  The comptroller is hereby directed to establish the revenue stabilization reserve account in which to deposit any money received from a general fund operating budget surplus.  The state treasurer shall invest funds in this account as authorized by RSA 6:8.  The interest so earned shall be deposited as unrestricted general fund revenue.

\t3  Effective Date.  This act shall take effect upon its passage.

HB 1527-FN-A- FISCAL NOTE

 

AN ACT\tauthorizing additional part-time positions at the department of administrative services and making an appropriation therefor, and relative to the revenue stabilization reserve account.

 

 

FISCAL IMPACT:

The Department of Administrative Services and Office of Legislative Budget Assistant state this bill, as amended by the Senate (Amendment #2016-1616s), will increase state expenditures by approximately $113,000 in FY 2017 and $104,000 in FY 2018 and each year thereafter.  There will be no fiscal impact to state, county, and local revenue or county and local expenditures.

 

This bill authorizes the governor to draw a warrant from funds not otherwise appropriated to pay for the three positions authorized in this bill.

 

METHODOLOGY:

The Department of Administrative Services states this bill authorizes the Department to hire three part-time positions, each at no more than 25 hours per week.  The Department assumes these positions would not start until FY 2017 and begin at step 1 of the assigned labor grade.  The salary will increase in FY 2018 to reflect the 2 percent increase with no other increase anticipated in FY 2019 and FY 2020.  The Department estimates it will need to purchase $5,000 of equipment for each new employee in FY 2017 (3 employees * $5,000 = $15,000) and it will spend about $350 on travel and current expenses on each employee each year in FY 2017 through FY 2020 (3 employees* $350 = $1,050).  The following table provides the estimated salary and benefits costs:

The Office of Legislative Budget Assistant states this bill amends RSA 9:13-e, II by removing the statutory cap that limits the total amount of any surplus in a fiscal year to not exceeding 1/2 of the total maximum balance allowable under RSA 9:13-e, V.  To the extent there is a surplus at the close of the FY 2016-2017 biennium and each biennium thereafter that exceeds the existing statutory transfer cap, available surplus general funds will decrease and restricted funds in the revenue stabilization reserve account will increase.
