STATE OF NEW HAMPSHIRE

 

In the Year of Our Lord Two Thousand Sixteen

 

AN ACT\trelative to Lucky 7 tickets.

 

Be it Enacted by the Senate and House of Representatives in General Court convened:

 

\t1  Price of Lucky 7 Ticket.  Amend RSA 287-E:20, II to read as follows:

\t\tII.  The price of any single lucky 7 ticket pack or ticket card shall not exceed [$.50]$1.

\t2  Lucky 7 Tickets; Ticket Dispensers.  Amend RSA 287-E:21, III-a to read as follows:

\t\tIII-a.  Lucky 7 tickets may be sold by dispenser devices approved by the commission and located at the regular meeting place of, or at a facility owned, leased, or utilized by, the licensee for its activities, provided that the commission shall not authorize the use of any lucky 7 dispenser device which was not in use on or before January 1, 2011, unless such device dispenses, or is capable of dispensing at the player's request, a paper or cardboard ticket which has a manual break-open feature and specifications for such dispenser device are contained in the rules of the commission.  Any permitted lucky 7 device shall not be in the nature of a slot machine and the outcome of any wager involving a permitted lucky 7 device shall be determined solely by and on the cardboard or paper ticket.

\t3  Limit on Number of Tickets Per Deal.  Amend RSA 287-E:22, I to read as follows:

\t\tI.  A licensed distributor shall pay a fee of $15 per deal of pull tab tickets. For the purposes of this paragraph, a deal shall consist of 1 to 3,500 tickets or their electronic equivalent.

\t4  Hours for Sale of Lucky 7 Tickets.  Amend RSA 287-E:7, IV to read as follows:

\t\tIV.  No bingo games shall be conducted prior to 11:00 a.m. on a Saturday or a weekday, prior to noon on a Sunday, or after 11:00 p.m. on any day.  On any licensed bingo day, Lucky 7 tickets may be sold beginning at 9:00 a.m. and not later than 1:00 a.m.

\t5  Effective Date.  This act shall take effect upon its passage.

HB 1545-FN- FISCAL NOTE

 

AN ACT\trelative to Lucky 7 tickets.

 

 

FISCAL IMPACT:

The Lottery Commission states this bill, as introduced, may have an indeterminable impact on state revenues.  There will be no impact on county and local revenues or state, county, and local expenditures.

 

METHODOLOGY:

The Lottery Commission states this bill increases the maximum price for a lucky 7 ticket pack or ticket card from $0.50 to $1.00 and permits the sale of lucky seven tickets starting at 9:00am on licensed bingo days, two hours earlier on Mondays through Saturdays and three hours earlier on Sundays than current law.  The Commission states it is unable to predict how these changes may impact sales of lucky 7 tickets and therefore is unable to estimate this bill’s impact on state revenues.
