\tThis bill prohibits a commissioner of an executive branch agency from representing another person before a state agency for a period of 12 months after leaving state employment. The bill also repeals provisions on future employment by former employees of the lottery commission and the department of administrative services.

STATE OF NEW HAMPSHIRE
In the Year of Our Lord Two Thousand Sixteen
AN ACT\trelative to employment restrictions on former executive branch commissioners, and repealing certain prohibitions on employment of state employees.
Be it Enacted by the Senate and House of Representatives in General Court convened:
\t1 Executive Branch Employees; Employment Restrictions. Amend RSA 21-G:26 to read as follows:
\t21-G:26 Employment Restrictions.
\t\tI. For 6 months after leaving office or employment with the state, no executive branch official shall appear as a lobbyist:
\t\t[I.] (a) To promote or oppose directly any specific legislation pending or proposed before the general court; or
\t\t[II.] (b) To directly promote or oppose action or inaction on any matter, contract, license, permit, or administrative rule pending before the executive branch or with regard to any matter over which that executive branch official had personal and direct responsibility while in state government.
\t\tII. For 12 months after leaving office or employment with the state, no commissioner of an executive branch agency shall represent for compensation on behalf of any person other than a governmental entity, to make any formal or informal appearances before, or negotiate with, any officer or employee of a state agency.
\t2 Repeal. The following are repealed:
\t\tI. RSA 284:21-u, relative to the prohibition on future employment for employees of the lottery commission.
\t\tII. RSA 21-I:14-b, relative to the prohibition of future employment for employees of the department of administrative services.
\t3 Effective Date. This act shall take effect January 1, 2017.
