\tThis bill requires hospitals in Hillsborough county to offer patients who have received Narcan for a drug overdose an opportunity to speak with a recovery coach or receive contact information for a recovery coach.

STATE OF NEW HAMPSHIRE

 

In the Year of Our Lord Two Thousand Sixteen

 

AN ACT\trelative to the use of narcan.

 

Be it Enacted by the Senate and House of Representatives in General Court convened:

 

\t1  New Subdivision; Substance Abuse Treatment After Dispensing of Naloxone (Narcan).  Amend RSA 151 by inserting after section 46 the following new subdivision:

\t151:47  Substance Abuse Treatment After Dispensing of Naloxone (Narcan).

\t\tI.  In this subdivision, "recovery coach" means an individual who has completed the accepted curriculum defined by the board of licensing for alcohol and other drug use professionals, established in RSA 330-C:3, for a certified recovery support worker (CRSW) certification and is either in the process of completing the required supervised field hours or has completed the process.

\t\tII.  Any hospital located in Hillsborough county shall, prior to discharge of any patient who has been admitted after receiving Narcan or to whom Narcan has been administered, shall offer such patient the option to meet or speak with a recovery coach or receive contact information for a recovery coach.

\t\tIII.  Hospitals in Hillsborough county shall report relative to the number of patients who accepted and the number of patients who declined counseling to the commissioner of health and human services.  Information reported by a hospital shall not contain personal identifying information.  The commissioner of health and human services shall make annual reports, commencing on November 1, 2016, containing such information to the speaker of the house of representatives, the  president of the senate, and the governor.

\t2  Effective Date.  This act shall take effect 60 days after its passage.
