STATE OF NEW HAMPSHIRE

 

In the Year of Our Lord Two Thousand Sixteen

 

AN ACT\testablishing a teacher preparation for mathematics education scholarship program.

 

Be it Enacted by the Senate and House of Representatives in General Court convened:

 

\t1  Purpose.  The general court agrees that mathematics education is fundamental to understanding concepts in science, technology, engineering, mathematics, and economics.  The general court further acknowledges the concern about the shortage of teachers of mathematics education and the new requirement for 4 years of mathematics to graduate from high school.  Therefore, in an effort to promote increased opportunities for New Hampshire high school graduates to be better prepared for advancing technologies and the work force in the 21st century, the general court proposes to establish a scholarship program for high school graduates planning to major in mathematics to be available contingent on meeting specific qualification criteria and an agreement to remain in New Hampshire to teach at a public elementary, middle, or high school for 5 years following graduation.

\t2  New Paragraph; University System of New Hampshire; Board of Trustees.  Amend RSA 187-A:16 by inserting after paragraph XXIII the following new paragraph:

\t\tXXIV.  Administer, at no cost to the state, all aspects of the teacher preparation for mathematics education scholarship program established in RSA 200-O.

\t3  New Chapter; Teacher Preparation for Mathematics Education Scholarship Program.  Amend RSA by inserting after chapter 200-N the following new chapter:

CHAPTER 200-O

TEACHER PREPARATION FOR MATHEMATICS EDUCATION SCHOLARSHIP PROGRAM

\t200-O:1  Program Established.  There is hereby established the teacher preparation for mathematics education scholarship program which shall be administered by the university system of New Hampshire board of trustees.  The purpose of this program is to provide a full tuition scholarship to students pursuing a 4-year degree in teacher preparation for elementary or secondary school mathematics education at any public postsecondary educational institution of the university system of New Hampshire and who agree to work as elementary or secondary school mathematics teachers in New Hampshire after graduation for a minimum of 5 years.  

\t200-O:2  Program Criteria.

\t\tI.  Any student who is interested in pursuing a 4-year degree in teacher preparation for mathematics education at any public postsecondary educational institution of the university system of New Hampshire and who has a high school grade point average of at least 3.2 on a 4.0 scale shall be eligible to apply.  An eligible student shall submit an application to the university system of New Hampshire board of trustees, on a form developed by the board of trustees.

\t\tII.  Applicants who are selected to receive a scholarship under this program shall maintain a minimum 3.0 undergraduate grade point average and meet such other criteria as may be established in this chapter.  Preference shall be given to those students who, but for the award of a scholarship under this program, would not work in New Hampshire as a teacher in elementary or secondary school mathematics education after graduation.  Applicants selected shall receive a scholarship for the applicable tuition and academic fees reduced by the amount of any other scholarship aid they may receive.  No other charges for tuition or fees shall be imposed on the student.  The scholarship shall be for a maximum of 4 academic years.  Out-of-state students awarded scholarships under this program shall be assessed the in-state tuition rate.

\t\tIII.  Applicants selected to receive a scholarship under this program shall agree to work in New Hampshire as a teacher in elementary or secondary school mathematics education for at least 5 years after graduation.

\t\tIV.  A scholarship recipient who does not work in New Hampshire after graduation as required in paragraph III shall refund to the university system of New Hampshire 20 percent of the total of all scholarships received under this chapter for each year or portion of a year in which the recipient did not work in New Hampshire.  All funds so returned shall be placed in the mathematics education fund established in RSA 200-O:3.

\t\tV.  All funds in the mathematics education fund established in RSA 200-O:3 shall be used annually to provide scholarships under this program.

\t200-O:3  Mathematics Education Fund Established.  There is hereby established in the office of the state treasurer a fund to be known as the mathematics educations fund.  The fund shall include any sums appropriated for such purpose and all sums required to be deposited under RSA 200-O:2, IV.  In addition, the university system of New Hampshire board of trustees may accept public sector and private sector grants, gifts, or donations of any kind for the purpose of funding the teacher preparation for mathematics education program established in this chapter.  The moneys in this fund shall be nonlapsing and shall be continually appropriated to the university system of New Hampshire board of trustees.  The fund shall be expended by the university system of New Hampshire board of trustees to award scholarships to selected students pursuing studies in accordance with this chapter.  The state treasurer may invest moneys in the fund as provided by law, with interest received on such investment credited to the fund.

\t200-O:4  Rulemaking.  The university system board of trustees shall adopt rules, pursuant to RSA 541-A, relative to the following:

\t\tI.  Instituting a scholarship application process.

\t\tII.  Establishing academic and other standards by which scholarships shall be awarded.

\t\tIII.  Establishing priorities in awarding scholarships where the funds available for scholarships are less than the amount needed for eligible applicants.

\t\tIV.  Establishing procedures for awarding and disbursing scholarships.

\t\tV.  Establishing a procedure requiring students participating in this program to work in New Hampshire after graduation as a teacher in elementary or secondary school mathematics education for a minimum of 5 years.  Such procedure shall clearly set forth the terms of the 5-year commitment and the repayment obligation incurred by the student if the 5-year commitment is not fulfilled.

\t\tVI.  Establishing procedures to track students in the program and to track graduates of the program to ensure the conditions of the program are fulfilled.

\t\tVII.  Establishing procedures to recover scholarship funds paid on behalf of participants who do not complete their degree in a teacher preparation program for elementary or secondary school mathematics education.

\t4  New Subparagraph; Application of Receipts; Mathematics Education Fund.  Amend RSA 6:12, I(b) by inserting after subparagraph (331) the following new subparagraph:

\t\t\t\t(332)  Moneys deposited in the mathematics education fund established in RSA 200-O:3.

\t5  Effective Date.  This act shall take effect 60 days after its passage.

HB 1652-FN-A- FISCAL NOTE

 

AN ACT\testablishing a teacher preparation for mathematics education scholarship program.

 

 

FISCAL IMPACT:

The University System of New Hampshire states this bill, as introduced, may increase state revenue and expenditures by an indeterminable amount in FY 2017 and each year thereafter.  There will be no impact on county and local revenue or expenditures.

 

This bill establishes a non-lapsing, continually appropriated dedicated fund. 

 

METHODOLOGY:

The University System of New Hampshire (USNH) states this bill establishes a teacher preparation for mathematics education scholarship program for which it would be required to administer at no cost to the state, as well as a non-lapsing continually appropriated dedicated fund for the purpose of the program.  This bill does not appropriate funds, however does allow for grants, gifts, or donations to be accepted and expended for the purpose of the program.  Additionally, any scholarship repayment due to non-compliance with terms of the program would be credited to the fund.  While USNH is unable to predict the actual number of students that may apply or how much funding may be available for the program, it has provided the following estimates for informational purposes:

  • Total eligible scholarship recipients would be one third (1/3) of the three-year average annual number of graduates of elementary teacher education and secondary mathematics teacher education programs with the number of new scholarship participants growing at 5% annually;
  • Scholarship would cover all tuition and academic fees, with estimated annual increase of tuition being 2.5% and academic fees being 2.1% for the University of New Hampshire (UNH), 1.2% for Keene State College (KSC), and 1.1% for Plymouth State University (PSU);
  • Federal aid impact assumed at average Pell award ($3,800) multiplied by the FY 2015 rate of entering students receiving award (UNH – 22%, PSC – 31%, KSC – 27%); and
  • Tuition differential revenue loss calculated as out-of-state tuition rate multiplied by the number of annual participants, less the in-state tuition multiplied by the number of annual participants (adjusted for growth estimates).
