STATE OF NEW HAMPSHIRE

AN ACT\trelative to registration fees for agricultural/industrial utility vehicles.

 

Be it Enacted by the Senate and House of Representatives in General Court convened:

 

\t1  Registration Fees; Agricultural/Industrial Utility Vehicles.  Amend RSA 261:141, III(dd) to read as follows:

\t\t\t(dd)  For agricultural/industrial utility vehicles the registration fee shall be 1/3 of the registration fee determined by the corresponding weight chart specified in subparagraph (g), except that if the vehicle is used exclusively for farming or agriculture, the fee shall be $3.60.

\t2  Effective Date.  This act shall take effect July 1, 2016.

HB 1655-FN- FISCAL NOTE

 

AN ACT\trelative to registration fees for agricultural/industrial utility vehicles.

 

 

FISCAL IMPACT:

The Department of Safety states this bill, as introduced, would decrease state revenues by $2,400 in FY 2017 and each year thereafter, increase local revenues by $288 in FY 2018 and each year thereafter, increase state expenditures by $85,000 in FY 2017 and by $288 in FY 2018 and each year thereafter, and may increase local expenditures by an indeterminable amount in FY 2017.  There will be no impact on county revenues or expenditures.

 

METHODOLOGY:

The Department of Safety states this bill modifies registration fees for agricultural/industrial utility vehicles by deleting language that the fee be based on weight and making the fee a flat $3.60.  The Department estimates there are approximately 300 vehicles registered that would be impacted by this bill by an amount of approximately $8 each, therefore resulting in an estimated revenue decrease of $2,400 per year. Local revenues and state expenditures relative to highway block grant will also decrease as pursuant to RSA 235:23, 12 percent of total road toll revenue and motor vehicle fees are distributed to cities and towns pursuant to the specified formula in the following year ($2,400 X 12% = $288).

 

The Department states there would be incremental system programming costs related to changes necessary to implement this change in registration fee.  Based on estimated hours related to making the necessary changes, the Department estimates the cost to be $85,000.  Additionally, the Department states cities and towns may experience an increased cost in implementing these changes depending on their municipal agent software.
