ANALYSIS

 

\tThis bill establishes the office of health services planning and review within the department of health and human services. Under this bill, the commissioner of the department of health and human services and the insurance commissioner shall enter into a memorandum of understanding to establish an Internet website to make the information gathered by the office publicly available.

STATE OF NEW HAMPSHIRE

 

In the Year of Our Lord Two Thousand Sixteen

 

AN ACT\testablishing an office of health services planning and review within the department of health and human services.

 

Be it Enacted by the Senate and House of Representatives in General Court convened:

 

\t1  New Subdivision; Office of Health Services Planning and Review.  Amend RSA 126-A by inserting after section 68 the following new subdivision:

\t126-A:69  Office of Health Services  Planning and Review Established.

\t\tI.  There is hereby established an office of health services planning and review within the department.  The commissioner shall enter into a memorandum of understanding with the insurance commissioner for collaboration in the development of a publicly available Internet website which shall provide information on new health system projects, associated costs, and information pertaining to financing of the health care system in New Hampshire.  The memorandum of understanding shall include a description of the resources that will be made available to the office of health services planning and review, and shall specifically identify data and reports which will be shared with the office.   The office, in consultation with the insurance commissioner and the attorney general, shall  report to the extent possible relative to the following:

\t\t\t(a)  Premium rates in the health insurance market and the factors, including health care costs and cost trends that have contributed to recent rate increases.

\t\t\t(b)  Claims costs, administrative loads, and health carrier profits.

\t\t\t(c)  The factors that contribute to cost increases affecting health insurance premiums and health care services in New Hampshire.

\t\t\t(d)  Nonprofit health care provider budgets, administrative costs, charity care, bad debt, community benefits, and executive compensation.

\t\t\t(e)  Variations among Medicare, Medicaid, and commercial insurers in the price paid for health care services.

\t\t\t(f)  Information and analysis of the amount and impact of uncompensated care.

\t\t\t(g)  Information and analysis of total public reimbursements to hospitals and other health care providers by federal, state, and local governments.

\t\t\t(h)  Information and analysis of insurance premiums by provider network.

\t\t\t(i)  Comparison and analysis to commercial insurance claim data collected by other states.

\t\t\t(j)  Numbers and types of both institutional and professional health care providers offering services in the state.

\t\tII.  The office shall also coordinate the establishment of a commission to oversee the development of a 10-year strategic health plan for New Hampshire.  The office shall make annual reports, commencing on November 1, 2016, relative to the implementation of the commission to the chairs of the house and senate committees having jurisdiction over health and human services issues, the speaker of the house of representatives, the president of the senate, and the governor.  The commission established pursuant to this paragraph shall terminate on January 1, 2026.

\t2  Effective Date.  This act shall take effect 60 days after its passage.

AN ACT\testablishing an office of health services planning and review within the department of health and human services.

 

 

FISCAL IMPACT:

The Office of Legislative Budget Assistant is unable to complete a fiscal note for this bill, as introduced, as it is awaiting information from the Department of Health and Human Services.  The Department was originally contacted on 10/27/15 to provide the information.  When completed, the fiscal note will be forwarded to the House Clerk's Office.
