STATE OF NEW HAMPSHIRE

 

In the Year of Our Lord Two Thousand Sixteen

 

AN ACT\trelative to an integrative approach to substance abuse disorders.

 

Be it Enacted by the Senate and House of Representatives in General Court convened:

 

\t1  Statement of Findings.  The general court hereby finds that an acute, immediate, cost effective intervention may be used to stabilize a person before such person enters a treatment or recovery program for substance abuse.  The general court further finds that a homeopathic remedy is a simple inexpensive remedy for post-detoxification treatment programs and it is proven protocol for people in the early stages of recovery from alcohol and other drugs.  The general court therefore establishes that an integrative approach, including homeopathic remedies, shall be used to treat persons who enter substance abuse treatment and recovery programs.

\t2  New Subdivision; Integrative Approach to Substance Abuse Disorders.  Amend RSA 126-A by inserting after section 68 the following new subdivision:

\t126-A:69  Integrative Approach to Substance Abuse Disorders Required.

\t\tI.  Opioid treatment and recovery programs established by the department or in facilities required to be licensed under RSA 151 shall use an integrative approach, including homeopathic remedies, when treating patients who have substance abuse disorders.

\t\tII.  A treatment or recovery program may consult with any instate or out-of-state certified homeopath with drug addiction recovery experience.

\t\tIII.  For the purposes of this subdivision, “certified homeopath” means any person certified by the Council for Homeopathic Certification or a professional equivalent.

\t3  Effective Date.  This act shall take effect 60 days after its passage.
