In the Year of Our Lord Two Thousand Fifteen
AN ACT\trelative to special motorcycle number plates for disabled veterans.
Be it Enacted by the Senate and House of Representatives in General Court convened:
\t1 Disabled Veterans; Motorcycle Plates. Amend RSA 261:86, II to read as follows:
\t\tII. Plates furnished pursuant to subparagraphs I(a)-(c) shall be issued without charge. Plates furnished pursuant to subparagraphs I(d) and (e) shall be issued without the $4 per plate fees under RSA 261:75 but shall require payment of the regular registration fee. Notwithstanding RSA 265:73 or any other law, any person who is issued a plate pursuant to subparagraphs I(c)-(e) shall not be entitled to free parking privileges for disabled veterans[, except that]. A person who qualifies for special plates pursuant to subparagraph I(a) or subparagraph I(d) may be issued an additional special plate for a motorcycle.
\t2 Effective Date. This act shall take effect 60 days after its passage.

AN ACT\trelative to special motorcycle number plates for disabled veterans.
FISCAL IMPACT:
The Department of Safety states this bill, as introduced, will increase state highway fund expenditures by $286,100, and increase local expenditures by an indeterminable amount in FY 2016. There will be no impact on county expenditures, or state, county, and local revenue.
METHODOLOGY:
The Department of Safety states the proposed legislation would allow individuals eligible for a special number plate for disabled veterans to be issued an additional special number plate for a motorcycle without charge. The Department states the costs associated with the establishment and disbursement of an additional special plate, exempt from charge, to be $286,100. The Department also notes the establishment of an additional special plate would require municipalities to implement programming changes to their private software programs. However, the Department is unable to estimate to what extent these programming changes would increase local expenditures. Whereas the effective date of the proposed legislation is 60 days after passage, the Department states these costs would likely be incurred in FY 2016.
The Department notes the division of motor vehicles is currently in the process of implementing a project to replace several systems including those associated with driver licensing, financial responsibility, auto dealer and inspection stations, and financial subsystems. The Department states the diversion of resources necessary to establish and disburse the additional special plate could impede the Department’s ability meet its obligation to the vendor which could in turn, result in additional costs jeopardizing the Department’s ability to complete the project within its current appropriation.
