STATE OF NEW HAMPSHIRE
In the Year of Our Lord Two Thousand Fifteen
AN ACT\tmaking a capital appropriation for the Valley Regional Hospital in Claremont to construct an involuntary commitment mental health facility.
Be it Enacted by the Senate and House of Representatives in General Court convened:
\t1 Capital Appropriation; Department of Health and Human Services; Valley Regional Hospital Construction. The sum necessary for converting existing unused space to a 10-bed involuntary commitment mental health facility at Valley Regional Hospital in Claremont is hereby appropriated to the department of health and human services. In addition, the commissioner of the department of health and human services may accept and expend grants, donations, and other non-state sources of funding to offset the appropriation made in this section. Valley Regional Hospital shall operate the facility for at least 5 years to get the capital investment under this section. If the hospital fails to adhere to that standard, the hospital shall repay the state the pro-rata share of the investment.
\t2 Bonds Authorized. To provide funds for the appropriation made in section 1 of this act, the state treasurer is hereby authorized to borrow upon the credit of the state not exceeding said sum and for said purpose may issue bonds and notes in the name of and on behalf of the state of New Hampshire in accordance with RSA 6-A.
\t3 Effective Date. This act shall take effect July 1, 2015.

AN ACT\tmaking a capital appropriation for the Valley Regional Hospital in Claremont to construct an involuntary commitment mental health facility.
FISCAL IMPACT:
METHODOLOGY:
The Department of Health and Human Services states this bill seeks a capital appropriation to convert unused space at Valley Regional Hospital in Claremont into a 10-bed involuntary commitment mental health facility, also known as a designated receiving facility. The bill authorizes bonds at an unspecified sum necessary for the project. The Department estimates the project could cost approximately $1.2 Million. State expenditures would increase for bond principal and interest payments by an indeterminable amount, dependent on actual project costs. In addition, the Department states were this bill to be enacted, the Department would incur significant Medicaid expenditures based on each admission. Admissions are reimbursed at a Diagnosis-related Group (DRG) rate of approximately $7,200. The number of admissions and exact fiscal impact cannot be determined at this time.
