STATE OF NEW HAMPSHIRE
In the Year of Our Lord Two Thousand Sixteen
AN ACT\trelative to an appropriation to the division of homeland security and emergency management.
Be it Enacted by the Senate and House of Representatives in General Court convened:
\t1 Repeal. 2015, 276:224, relative to the renewable energy fund, is repealed.
\t2 Supplemental Appropriation to the Department of Safety, Division of Homeland Security and Emergency Management. In addition to any other funds appropriated to the department of safety, the sum of $720,000 for the fiscal year ending June 30, 2016, and $1,500,000 for the fiscal year ending June 30, 2017, are hereby appropriated to the department of safety, division of homeland security and emergency management for the purpose of disaster and emergency response preparedness and coordination to help minimize utility and other disruptions resulting from natural or manmade disasters. The governor is authorized to draw a warrant for said sums out of any money in the treasury not otherwise appropriated.
\t3 Effective Date. This act shall take effect upon its passage.

SB 302-FN-A- FISCAL NOTE
AN ACT\trelative to an appropriation to the division of homeland security and emergency management.
FISCAL IMPACT:
The Office of Legislative Budget Assistant states this bill, as introduced, will increase state general fund expenditures by $720,000 in FY 2016 and $1,500,000 in FY 2017. There will be no impact on state, county, and local revenues or county and local expenditures.
This bill appropriates $720,000 in FY 2016 and $1,500,000 in FY 2017 from the state general fund to the Department of Safety for the purpose of this act.
METHODOLOGY:
This bill repeals Chapter 276:224, Laws of 2015 (HB 2, section 224), which allocates $720,000 in FY 2016 and $1,500,000 in FY 2017 and each year thereafter of revenue from the renewable energy fund to the Department of Safety’s Division of Homeland Security and Emergency Management (HSEM), and replaces it with general funds in the same amount for the same purpose. This bill will have no impact on overall expenditures of the Department.
Additionally, to the extent this bill would result in restricted revenue being credited to the renewable energy fund rather than to HSEM, expenditures of the Public Utilities Commission from the renewable energy fund would likely increase by up to $720,000 in FY 2016 and $1,500,000 in FY 2017 and each year thereafter.
