STATE OF NEW HAMPSHIRE

 

In the Year of Our Lord Two Thousand Sixteen

 

AN ACT\testablishing a commission to study the importance of hiking trails, trail maintenance, and New Hampshire's trail network.

 

Be it Enacted by the Senate and House of Representatives in General Court convened:

 

\t1  New Subdivision; Multi-use Statewide Trail System; Commission to Study the Importance of Hiking Trails, Trail Maintenance, and New Hampshire's Trail Network. Amend RSA 216-F by inserting after section 6 the following new subdivision:

Commission to Study the Importance of Hiking Trails, Trail Maintenance,

 and New Hampshire's Trail Network

\t216-F:7 Commission Established; Membership.  

\t\tI.  There is established a commission to study the importance of hiking trails, trail maintenance, and New Hampshire's trail network. The members of the commission shall be as follows:

\t\t\t(a)  One member of the senate, appointed by the president of the senate.

\t\t\t(b)  One member of the house of representatives, appointed by the speaker of the house of representatives.

\t\t\t(c)  The director of the department of resources and economic development, division of state parks, or designee.

\t\t\t(d)  One representative from the Appalachian Mountain Club, appointed by the club.

\t\t\t(e)  One representative from The Wonalancet Outdoor Club, appointed by the club.

\t\t\t(f)  One representative from the Dartmouth Outing Club, appointed by the club.

\t\t\t(g)  One representative from the Randolph Mountain Club, appointed by the club.

\t\t\t(h)  One representative from Trailwrights, appointed by the organization.

\t\t\t(i)  One member representing the interests of the White Mountain National Forest, appointed by the governor.

\t\tII.  Legislative members of the commission shall receive mileage at the legislative rate when attending to the duties of the commission.

\t\tIII.  The commission shall study the importance of hiking trails, trail maintenance, and how various groups might better work together on maintenance and repair of New Hampshire's trail network.

\t\tIV.  The members of the commission shall elect a chairperson from among the members.  The first meeting of the commission shall be called by the first-named senate member.  The first meeting of the commission shall be held within 45 days of the effective date of this section.  Two members of the commission shall constitute a quorum.

\t\tV.  The commission shall report its findings and any recommendations for proposed legislation to the president of the senate, the speaker of the house of representatives, the senate clerk, the house clerk, the governor, and the state library on or before November 1, 2017.

\t2  Repeal.  RSA 216-F:7, relative to the commission to study the importance of hiking trails, trail maintenance, and New Hampshire's trail network.

\t3  Effective Date.  

\t\tI.  Section 2 of this act shall take effect November 1, 2017.

\t\tII.  The remainder of this act shall take effect upon its passage.
