STATE OF NEW HAMPSHIRE
In the Year of Our Lord Two Thousand Sixteen
AN ACT\testablishing a commission to study and recommend improvements to the New Hampshire hiking trails network.
Be it Enacted by the Senate and House of Representatives in General Court convened:
\t1 New Subdivision; Multi-use Statewide Trail System; Commission to Study and Recommend Improvements to the New Hampshire Hiking Trails Network. Amend RSA 216-F by inserting after section 6 the following new subdivision:
Commission to Study and Recommend Improvements
to the New Hampshire Hiking Trails Network
\t216-F:7 Commission Established; Membership.
\t\tI. There is established a commission to study and recommend improvements to the New Hampshire hiking trails network. The members of the commission shall be as follows:
\t\t\t(a) One member of the senate, appointed by the president of the senate.
\t\t\t(b) One member of the house of representatives, appointed by the speaker of the house of representatives.
\t\t\t(c) The director of the department of resources and economic development, division of parks and recreation, or designee.
\t\t\t(d) One representative from the Appalachian Mountain Club, appointed by the club.
\t\t\t(e) One representative from the Wonalancet Outdoor Club, appointed by the club.
\t\t\t(f) One representative from the Dartmouth Outdoor Program/Dartmouth Outing Club, appointed by that organization.
\t\t\t(g) One representative from the Randolph Mountain Club, appointed by the club.
\t\t\t(h) One representative from Trailwrights, appointed by the organization.
\t\t\t(i) One member representing the interests of the White Mountain National Forest, appointed by the administrator of the White Mountain National Forest.
\t\t\t(j) One member from the Cardigan Highlanders Volunteer Trail Crew, appointed by that organization.
\t\t\t(k) One member from the Monadnock-Sunapee Greenway Trail Club, appointed by that organization.
\t\tII. Legislative members of the commission shall receive mileage at the legislative rate when attending to the duties of the commission.
\t\tIII. The commission shall:
\t\t\t(a) Evaluate and recommend how various groups might work together to maintain and repair New Hampshire's trail network.
\t\t\t(b) Inventory the trail system in New Hampshire and the role of individual trail maintenance groups in various parts of the state.
\t\t\t(c) Create a list of who maintains which trails and which trails are not maintained by any organized group.
\t\t\t(d) Examine the historical management of trails in New Hampshire.
\t\t\t(e) Create strategic recommendations for a more sustainable trail network in New Hampshire.
\t\t\t(f) Examine the cost and volunteer efforts required in maintaining these trails as well as liability protections for trail maintainers.
\t\t\t(g) Solicit the opinions of volunteer trail maintainers.
\t\t\t(h) Study the economic impact of trails in the state of New Hampshire.
\t\t\t(i) Research additional funding sources that could enhance trail maintenance in New Hampshire.
\t\t\t(j) Solicit the advice of educational institutions which may want to be involved in trail maintenance and or trail maintenance research.
\t\t\t(k) Make recommendations for creating a sustainable model for trail management while accommodating the growing use of the trails.
\t\tIV. The members of the commission shall elect a chairperson from among the members. The first meeting of the commission shall be called by the senate member. The first meeting of the commission shall be held within 45 days of the effective date of this section. Six members of the commission shall constitute a quorum.
\t\tV. The commission shall report its findings and any recommendations for proposed legislation to the president of the senate, the speaker of the house of representatives, the senate clerk, the house clerk, the governor, and the state library on or before November 1, 2017.
\t2 Repeal. RSA 216-F:7, relative to the commission to study and recommend improvements to the New Hampshire hiking trails network, is repealed.
\t\tI. Section 2 of this act shall take effect November 1, 2017.
\t\tII. The remainder of this act shall take effect upon its passage.
