AMENDED ANALYSIS

 

\tThis bill adds the following positions to the unclassified salary schedule: administrator of the site evaluation committee, deputy commissioner of the liquor commission, deputy commissioner of the department of information technology, and executive director of the office of professional licensure and certification.  The bill also changes the salary classification of the chairman of the liquor commission, executive assistant to the adult parole board, chief information security officer, commandant of the state veterans home, the deputy director of the division of motor vehicles, and the executive director of the judicial council.

SB 406-FN- FISCAL NOTE

 

AN ACT\trelative to classification of certain state employee positions.

 

 

FISCAL IMPACT:

The Department of Information Technology, New Hampshire Veterans Home, Department of Corrections, and New Hampshire Liquor Commission state this bill, as introduced, will increase state expenditures by approximately $56,000 in FY 2017, and by an indeterminable amount in FY 2018 and each year thereafter.  There will be no fiscal impact to state, county, and local revenue or county and local expenditures.  

 

METHODOLOGY:

The Office of Legislative Budget Assistant states this bill codifies in law four new unclassified positions and increases the grades and salaries for four existing unclassified positions as detailed in the tables below.

* Note:  The Deputy Commissioner has been paid at the GG grade, since this was one of the commissioner positions prior to Chapter 258, Laws of 2013, establishing a single liquor commissioner and deputy liquor commissioner.

The Office of Legislative Budget Assistant states that, in the subsequent paragraphs, state agencies have identified state expenditure increases in FY 2017 and in some instances in FY 2018.  However, the proposed changes will likely impact future budgets and increase state expenditures by an indeterminable amount in FY 2018 and each year thereafter.

 

The Department of Information Technology states this bill will increase state salary and benefits costs by approximately $24,529 in FY 2017 and $37,715 in FY 2018.  The table below details the increase in state expenditures:

The New Hampshire Veterans Home states this bill will increase the salary and benefits paid to the Commandant by approximately $6,740 in FY2017 and $10,308 in FY 2018.  

 

The Department of Corrections states this bill will increase the salary and benefits paid to the Executive Assistant to the Parole Board by $7,294 in FY 2017.

 

The New Hampshire Liquor Commission states this bill will increase the salary and benefits costs of the Chairman by $7,234 in FY 2017.  This bill will increase the salary and benefits costs of the Deputy Commissioner by $10,309 in FY 2017.

 

The Office of Professional Licensure and Certification states this bill will have no fiscal impact on its operations.  The Executive Director position was funded in the 2016 and 2017 budget (Chapter 275, Laws of 2015) at the proposed funding level included in this bill.  

 

The Public Utilities Commission states this bill will have no fiscal impact on its operations.  The unclassified position of Administrator of the Site Evaluation Committee was established pursuant to Laws of New Hampshire 2014, Chapter 217:7 and budgeted at the GG grade in the 2016/2017 budget.  This bill codifies the decision to assign a salary grade of GG made by the Joint Committee on Employee Classification at its March 9, 2015 meeting.
