STATE OF NEW HAMPSHIRE

 

In the Year of Our Lord Two Thousand Sixteen

 

AN ACT\trelative to lottery retailer incentive awards.

 

Be it Enacted by the Senate and House of Representatives in General Court convened:

 

\t1  Lottery Retailer Incentive Awards.  Amend RSA 284:21-s to read as follows:

\t284:21-s  Incentive Awards for Ticket Sellers.  The lottery commission is authorized to pay cash incentives, at a rate established by the commission but not to exceed [$30,000] $75,000 for a [jackpot] winning ticket, [or not to exceed $500 for each incidence of meeting or exceeding lottery commission established sales goals,] as an inducement to servants and agents authorized to sell tickets pursuant to RSA 284:21-h, II(d).

\t2  Effective Date.  This act shall take effect 60 days after its passage.

SB 444-FN- FISCAL NOTE

 

AN ACT\trelative to lottery retailer incentive awards.

 

 

FISCAL IMPACT:

The Lottery Commissions states this bill, as introduced, may increase state expenditures and state education trust fund revenues by an indeterminable amount in FY 2017 and each year thereafter.  There will be no impact on county and local revenues or state, county, and local expenditures.

 

METHODOLOGY:

The Lottery Commission states this bill raises the limit for retailer cash incentive bonuses from $30,000 for a jackpot, or not to exceed $500 for each incidence of meeting or exceeding established sales goals, to a flat $75,000 maximum per winning ticket.  The Commission states a retailer incentive reaching the current maximum is infrequent and has only occurred once in the last five years.  The Commission further states this bill’s potential positive impact to ticket sales, and therefore education trust fund revenues, would far exceed any additional expenses.
