\tThis bill authorizes an electronic system for reporting of political receipts and expenditures by candidates and candidate committees that allows more frequent reporting.

 

\tThis bill was requested by the committee to study public access to political campaign information established in 2015, 151.

STATE OF NEW HAMPSHIRE

 

In the Year of Our Lord Two Thousand Sixteen

 

AN ACT\trelative to reporting of receipts and expenditures by candidates and candidate committees.

 

Be it Enacted by the Senate and House of Representatives in General Court convened:

 

\t1  New Section; Reports of Receipts and Expenditures Filed Electronically.  Amend RSA 664 by inserting after section 9-a the following new section:

\t664:9-b  Reports of Receipts and Expenditures Filed Electronically.  A political committee of a candidate or a candidate may electronically report receipts and expenditures, as required by RSA 664:6, 664:7, and 664:7-b, by uploading the report to the secretary of state's website.  The report shall be publicly available on the website on or before the date that an itemized statement of receipts and expenditures is due or 7 days after the report is filed, whichever occurs first.  The committee or candidate may report receipts and expenditures under this section more frequently than is required by RSA 664:6, 664:7, and 664:7-b.  If, before the due date for an itemized statement, the committee or candidate has uploaded reports that cover all receipts and expenditures for the period covered by the statement, the uploaded reports shall be deemed an itemized statement for purposes of RSA 664:6, 664:7, and 664:7-b.

\t2  Effective Date.  This act shall take effect 60 days after its passage.

SB 456-FN- FISCAL NOTE

 

AN ACT\trelative to reporting of receipts and expenditures by candidates and candidate committees.

 

 

FISCAL IMPACT:

The Department of State states this bill, as introduced, may increase state expenditures by an indeterminable amount in FY 2017.  There will be no fiscal impact to state, county, and local revenue or county and local expenditures.

 

METHODOLOGY:

The Department of State states this bill requires any receipt and expenditure reports,  filed on-line in the campaign finance system by political committees, to be publicly released seven days after the upload or on a statutory report date, whichever occurs first. The Department states the campaign finance system software would need a one-time programming update to accommodate the change.  The Department is unable to estimate how much this change would cost.
