STATE OF NEW HAMPSHIRE
In the Year of Our Lord Two Thousand Sixteen
AN ACT\tpermitting the online renewal of a nondriver's picture identification card.
Be it Enacted by the Senate and House of Representatives in General Court convened:
\t1 Identification Cards; Expiration and Renewal. Amend RSA 260:21, IV to read as follows:
\t\tIV. The identification card shall be valid for 5 years from the date of issuance; provided, however, that a card issued pursuant to RSA 260:21, I(c) shall be valid for as long as the holder is a resident of the state and a card issued pursuant to RSA 260:21, XI shall be valid for 2 years from the date of issuance. The director shall provide for the renewal of identification cards on-line rather than appearing in person, provided that the applicant is eligible for identification card renewal and has a computerized image on file with the division.
\t2 Effective Date. This act shall take effect 60 days after its passage.

SB 478-FN- FISCAL NOTE
AN ACT\tpermitting the online renewal of a nondriver's picture identification card.
FISCAL IMPACT:
The Department of Safety states this bill, as introduced, will increase state restricted expenditures by $52,120 in FY 2017 and $4,620 in FY 2018 and each year thereafter. There will be no impact on state, county, and local revenues or county and local expenditures.
METHODOLOGY:
The Department of Safety states this bill allows for the online renewal of non-driver identification cards. The Department states approximately 22,000 non-driver identifications are manufactured each year and of those approximately half are renewals. The Department estimates postage for renewal notifications to be $4,620 ($0.42/postage X 11,000 renewals) per year beginning in FY 2017 as well as $47,500 in FY 2017 only related to necessary system changes to implement the provisions of this bill.
