\tThis bill provides that funds in excess of $100,000 in the state house visitor's center revolving fund shall be deposited in the historical fund and used by the joint legislative historical committee exclusively for state house historical preservation.

STATE OF NEW HAMPSHIRE

 

In the Year of Our Lord Two Thousand Sixteen

 

AN ACT\trelative to the state house visitor's center revolving fund.

 

Be it Enacted by the Senate and House of Representatives in General Court convened:

 

\t1  State House Visitor's Center Revolving Fund.  Amend RSA 17-E:7 to read as follows:

\t17-E:7  State House Visitor's Center Revolving Fund.  There is hereby established in the office of the state treasurer a nonlapsing fund to be known as the state house visitor's center revolving fund which shall be kept separate and distinct from all other funds.  The state house visitor's center revolving fund shall be within the oversight of the joint legislative facilities committee established in RSA 17-E:1.  Moneys received from the sale of merchandise at the state house visitor's center, including online sales, shall be deposited in such fund and used to purchase merchandise for the visitor's center.  The amount in the fund shall not exceed [$50,000] $100,000 on June 30 of any fiscal year and any moneys in excess of said amount shall be deposited in the [general fund as unrestricted revenue] historical fund, established in RSA 177:8.  The joint legislative historical committee shall use the revenue from the state house visitor's center revolving fund exclusively for state house historical preservation.

\t2  Effective Date.  This act shall take effect 60 days after its passage.

SB 480-FN-A- FISCAL NOTE

 

AN ACT\trelative to the state house visitor's center revolving fund.

 

 

FISCAL IMPACT:

The Legislative Branch states this bill, as introduced, may increase state restricted revenue and decrease state general fund revenue by an indeterminable amount in FY 2016 and each year thereafter.  There will be no fiscal impact to state, county, and local expenditures or county and local revenue.

 

METHODOLOGY:

The Legislative Branch states this bill changes RSA 17-E:7 to increase the amount of money that may carry forward in the State House Visitor's Center Revolving fund from $50,000 to $100,000.  This bill changes the requirement that on June 30 of any fiscal year, any amount in excess of the dollar amount threshold, established in RSA 17-E:7, in the nonlapsing State House Visitor's Center Revolving fund be deposited into the nonlapsing Historical fund rather than the general fund as is currently required.  Consequently, this bill may increase the amount of restricted money in both the State House Visitor's Center Revolving and Historical funds and decrease the amount of money lapsed to the general fund on June 30 of each fiscal year.
