\tThis bill:

 

\tI.  Provides that funds over $50,000 in the state house visitor's center revolving fund shall be deposited in the historical fund.

 

\tII.  Directs the joint legislative historical committee to use the funds from special markups on commemorative bottles for the preservation of the state house hall of flags and the battle flags displayed in the hall of flags.

 

\tIII.  Directs the commissioner of administrative services to abolish the bicentennial dioramas account, the historic flag restoration account, and the flag restoration and care account.

 

\tIV.  Transfers any funds remaining in these accounts and in the civil war memorials fund on June 30, 2016 to the historical fund.

STATE OF NEW HAMPSHIRE

 

In the Year of Our Lord Two Thousand Sixteen

 

AN ACT\trelative to the historical fund.

 

Be it Enacted by the Senate and House of Representatives in General Court convened:

 

\t1  State House Visitor's Center Revolving Fund.  Amend RSA 17-E:7 to read as follows:

\t17-E:7  State House Visitor's Center Revolving Fund.  There is hereby established in the office of the state treasurer a nonlapsing fund to be known as the state house visitor's center revolving fund which shall be kept separate and distinct from all other funds.  The state house visitor's center revolving fund shall be within the oversight of the joint legislative facilities committee established in RSA 17-E:1.  Moneys received from the sale of merchandise at the state house visitor's center, including online sales, shall be deposited in such fund and used to purchase merchandise for the visitor's center.  The amount in the fund shall not exceed $50,000 on June 30 of any fiscal year and any moneys in excess of said amount shall be deposited in the [general fund as unrestricted revenue] historical fund, established in RSA 177:8.

\t2  Historical Fund; Preservation of the State House Hall of Flags.  Amend RSA 177:8, II to read as follows:

\t\tII.  All revenue from these special markups shall be reported separately by the commission and, after the cost of the pamphlets is subtracted, shall be credited to the legislative appropriation and kept as a special nonlapsing fund to be known as the historical fund.  The historical fund shall be within the oversight of the joint legislative historical committee established in RSA 17-I:1.  No part of the fund shall be transferred or expended for any purpose except by the joint legislative historical committee in carrying out its responsibilities under RSA 17-I.  The joint legislative historical committee shall use the revenue from the special markups exclusively for the preservation of [Civil War battle flags displayed at the state house] the state house hall of flags and the battle flags displayed in the hall of flags.

\t3  Department of Administrative Services; Certain Special Legislative Accounts Abolished.  The commissioner of administrative services shall abolish the following special accounts and transfer any balance remaining in the accounts as of June 30, 2016 to the historical fund, established in RSA 177:8:

\t\tI.  The four bicentennial dioramas account (account organization code 1471).

\t\tII.  The historic flag restoration account  (account organization code 1479).

\t\tIII.  The flag restoration and care account (account organization code 1485).  

\t4  Civil War Memorials Fund.  On June 30, 2016, any balance remaining in the civil war memorials fund (account organization code 8875), established in RSA 21-K:22 and repealed December 31, 2010, by 2010, 368:1(38), shall be transferred to the historical fund, established in RSA 177:8.

\t5  Effective Date.  This act shall take effect June 30, 2016.

SB 480-FN-A- FISCAL NOTE

 

AN ACT\trelative to the historical fund.

 

 

FISCAL IMPACT:

The Legislative Branch states this bill, as amended by the House (Amendment #2016-1350h), may increase state restricted revenue, increase state restricted expenditures, and decrease state general fund revenue by indeterminable amounts in FY 2017 and each year thereafter.  There will be no fiscal impact to county and local expenditures or revenue.

 

METHODOLOGY:

The Legislative Branch states this bill changes the requirement that on June 30 of any fiscal year, any amount in excess $50,000 in the nonlapsing State House Visitor's Center Revolving fund be deposited into the nonlapsing Historical fund rather than the general fund as is currently required.  Consequently, this bill may increase the amount of restricted money in the Historical fund and decrease the amount of money lapsed to the general fund on June 30 of each fiscal year.  The Legislative Branch states the State House Visitor's Center Revolving fund was established in 2006.  Since its inception, the June 30 balance has exceeded $50,000 in FY 2010, FY 2013, and FY 2015.  

 

The Legislative Branch states this bill expands the Joint Legislative Historical Committee's use of funds from special markups on commemorative bottles to include not only preservation of the battle flags displayed in the hall of flags, but also preservation of the State House hall flags.  Consequently, approximately $585 will be transferred from the Civil War Memorial fund to the Historical account. This bill also abolishes the following three accounts and transfers the balances contained in those accounts to the Historical Fund:
