STATE OF NEW HAMPSHIRE

 

In the Year of Our Lord Two Thousand Sixteen

 

AN ACT\tmaking an appropriation for supportive housing for persons with substance use disorders.

 

Be it Enacted by the Senate and House of Representatives in General Court convened:

 

\t1  Appropriation.  The sum of $2,000,000 for the fiscal year ending June 30, 2016, is hereby appropriated to the New Hampshire housing finance authority for the purposes set forth in RSA 204-C:56 through RSA 204-C:62, relative to the affordable housing fund, provided the funds appropriated are used for supportive housing projects for persons with substance use disorders.  The governor is authorized to draw a warrant for said sum out of any money in the treasury not otherwise appropriated.

\t2  Effective Date.  This act shall take effect upon its passage.

SB 528-FN-A- FISCAL NOTE

 

AN ACT\tmaking an appropriation for supportive housing for persons with substance use disorders.

 

 

FISCAL IMPACT:

The Office of Legislative Budget Assistant states this bill, as introduced, will increase state  general fund expenditures by $2,000,000 in FY 2016.  There will be no impact on state, county and local revenue or county and local expenditures.

 

This bill appropriates $2,000,000 in state general funds for the fiscal year ending June 30, 2016 to the New Hampshire Housing Finance Authority for the purpose of the bill.

 

METHODOLOGY:

The Office of Legislative Budget Assistant states this bill makes a general fund appropriation of $2,000,000 in FY 2016 to the Housing Finance Authority to fund supportive housing for persons with substance use disorders.

 

The New Hampshire Housing Finance Authority (NHHFA) states the NHHFA was created under RSA 204-C as a public benefit corporation and an instrumentality of state government, but with a “distinct legal existence separate from the state.”  The NHHFA is not included in the state budget, receives no operational or administrative funding from the state, counties or municipalities and does not typically make payments to any of these levels of government.  The NHHFA indicates the bill would increase its revenue and expenditures by the amount of the appropriation assuming suitable housing projects could be financed consistent with the bills conditions.
