SB 535-FN-A- FISCAL NOTE

AN ACT\testablishing a grant program for high schools for heroin and opiate prevention education.

FISCAL IMPACT:

The Office of Legislative Budget Assistant states this bill, as amended by the Senate (Amendment #2016-1175s), may increase state expenditures and local revenues by $51,520 in FY 2017.  There will be no impact on state and county revenues or county and local expenditures.

This bill appropriates $51,520 in the biennium ending June 30, 2017, in excess appropriations, if available, from sums appropriated pursuant to 2015, 275 and 276 (HB1 and HB 2), to the TIGER Program at Plymouth State University for the purpose of this act.

METHODOLOGY:

The Office of Legislative Budget Assistant states this bill appropriates $51,520 in the biennium ending June 30, 2017 from excess appropriations, if available, from sums appropriated pursuant to 2015, 275 and 276 (HB 1 and HB 2), to the TIGER (educational theater) program at Plymouth State University and establishes the heroin and opiate prevention education (HOPE) grant program for public high schools.  The University System of New Hampshire estimates the appropriation would support 84 HOPE presentations and any administrative cost borne by the University would be minimal.
