STATE OF NEW HAMPSHIRE

 

In the Year of Our Lord Two Thousand Seventeen

 

AN ACT establishing Rotary International special number plates.

 

Be it Enacted by the Senate and House of Representatives in General Court convened:

 

1  New Subdivision; Rotary International Special Number Plates.  Amend RSA 261 by inserting after section 97-f the following new subdivision:

Rotary International Special Number Plates

261:97-g  Rotary International Special Number Plates.

I.  The director is hereby authorized to issue Rotary International special number plates, in lieu of other number plates.  The commissioner shall determine the design of these special plates, which shall incorporate the logo of Rotary International.  The plates shall retain the “live free or die” logo.  Such plates shall be issued only upon application and upon payment of a $30 fee that shall be in addition to the regular motor vehicle registration fee and any other number plate fees otherwise required.

II.  Plates shall be renewed on an annual basis for $30 per set.  The cost of replacement number plates shall be identical to the cost of initial number plates.

III.  Plates may be used on passenger motor vehicles and recreation vehicles.

2  Effective Date.  This act shall take effect July 1, 2017.

METHODOLOGY:

This bill would establish a Rotary International special number plate under RSA 261 with an issue and renewal fee of $30 per year, which would be in addition to regular registration fees and any other number plate fees required. The plates may be used on motor vehicles and recreational vehicles.

 

The Department of Safety states there would be an increase in cost of collection and administration expenditures of $293,350 in FY 2018 for administrative costs and one-time system programming changes. Administrative costs would likely be $7,500 in each of the following fiscal years. Revenue from the $30 plate fee is indeterminable; however, the Department assumes any net revenue collected would be deposited into the general fund. The Department estimates expenditures as presented in the following table:

 

The Department states this bill may result in an indeterminable increase to local governments in FY 2018, with no fiscal impact the following years, as municipalities may be required to make vendor software changes to implement this bill.
