STATE OF NEW HAMPSHIRE

 

In the Year of Our Lord Two Thousand Seventeen

 

AN ACT establishing a nonpartisan revenue estimator position in the department of administrative services.

 

Be it Enacted by the Senate and House of Representatives in General Court convened:

 

1  New Paragraph; Department of Administrative Services; Revenue Estimator Position.  Amend RSA 21-I:8 by inserting after paragraph II the following new paragraph:

III.  A revenue estimator.  There is established the position of non-partisan revenue estimator who shall be a unclassified employee.  The revenue estimator shall be qualified by experience and education, with at least a postgraduate degree in economics or finance, and appointed by governor and council.  The revenue estimator shall be exclusively dedicated to providing state revenue estimates each year to the governor, and to committees of the house of representatives and the senate with jurisdiction over ways and means and the state budget.  The revenue estimator shall have access to all necessary data and shall provide estimates of state revenues without communication with the office of the governor or with any legislative committee at any time other than at public hearings at which the revenue estimator presents such estimates.  During the development of the biennial state budget, the revenue estimates shall be provided at least the following 3 times at public hearings: to the ways and means committee of the house of representatives; to the ways and means committee of the senate; and to the legislative committee of conference on the state budget bills.  In the second year of a biennium following adoption of the state budget, the revenue estimator shall provide one revenue estimate in mid-January to a joint meeting of ways and means committees of the house of representatives and the senate.

2  Effective Date.  This act shall take effect 60 days after its passage.

METHODOLOGY:

This bill establishes a non-classified position of revenue estimator within the Department of Administrative Services, appointed by Governor and Council.  The Department states the request for the new position would be submitted to the legislative Joint Committee on Employee Classification for their approval and subsequently to the Korn Ferry/Hay Group for further analysis.  The Department assumes the minimum labor grade for the new position would be GG and total cost including salary, benefits and other expenses would be $109,000 for FY 2018; $115,000 for FY 2019; $122,000 for FY 2020; and $129,000 for FY 2021.
