STATE OF NEW HAMPSHIRE

 

In the Year of Our Lord Two Thousand Seventeen

 

AN ACT relative to Purple Heart number plates.

 

Be it Enacted by the Senate and House of Representatives in General Court convened:

 

1  Special Number Plates; Purple Heart.  Amend RSA 261:86, II to read as follows:

II.  Plates furnished pursuant to [subparagraphs I(a)-(c)] subparagraphs I(a)-(d) shall be issued without charge.  Plates furnished pursuant to [subparagraphs I(d) and (e)] subparagraph I(e) shall be issued without the $4 per plate fees under RSA 261:75 but shall require payment of the regular registration fee.  Notwithstanding RSA 265:73 or any other law, any person who is issued a plate pursuant to [subparagraphs I(c)-(e)] subparagraphs I(c)-I(e) shall not be entitled to free parking privileges for disabled veterans.  A person who qualifies for special plates pursuant to subparagraph I(a) [or subparagraph I(d)], I(c), I(d), or I(e) may be issued an additional plate for a motorcycle.

2  Effective Date.  This act shall take effect July 1, 2017.

METHODOLOGY:

This bill removes registration fees for Purple Heart recipients as well as adds former prisoners of war and survivors of Pearl Harbor to persons who may be issued an additional plate for a motorcycle.  Based on the current total Purple Heart registrations of 660, plus 47 motorcycles and assuming the mid-range of state fees for cars and trucks at $43.20 and motorcycles at $16, this bill would reduce state revenues by $29,264 per year beginning in FY 2018 (($43.20 X 660) + ($16 X 47) = $29,264).  The Department states there would be a one-time estimated state expenditure of $127,850 and an indeterminable amount for localities related to system programming changes in FY 2018.

 

Pursuant to RSA 235:23, not less than 12 percent of the total motor vehicle fee revenue collected in the previous year is distributed to municipalities by the Department of Transportation as highway block grants.  Therefore, this bill would result in a decrease in state highway fund expenditures and local revenues of $3,512 per year beginning in FY 2019.
