STATE OF NEW HAMPSHIRE

 

In the Year of Our Lord Two Thousand Eighteen

 

AN ACT requiring electric bills to include the cost of compliance with renewable energy standards.

 

Be it Enacted by the Senate and House of Representatives in General Court convened:

 

1  Electric Utilities; Annual Disclosure of Electric Service Energy Sources and Environmental Characteristics; Renewable Energy Standards; Billing.  RSA 378:49, II(c) is repealed and reenacted to read as follows:

(c)  Provide such information to electric customers at least annually in conjunction with billing, whether distributed through the mail or online, or other mailed or online communication to customers, as approved by the commission, as to the estimated cost to that customer for compliance with the electric renewable portfolio standard under RSA 362-F.  The estimated total cost for the calendar year shall be calculated once per year and provided to each customer in his or her December bill, whether distributed through the mail or online.  Each customer’s bill shall also provide a link to information about the electric renewable portfolio standard at the public utilities commission's website.  The costs for a utility to provide this information shall be recovered by reducing its purchase of renewable energy certificates and/or reducing its payments to the renewable energy fund to the extent needed to cover its costs.

2  Effective Date.  This act shall take effect 60 days after its passage.
