STATE OF NEW HAMPSHIRE

 

In the Year of Our Lord Two Thousand Seventeen

 

AN ACT relative to information collection concerning electric renewable portfolio standards.

 

Be it Enacted by the Senate and House of Representatives in General Court convened:

 

1  Electric Renewable Portfolio Standard; Information Collection.  RSA 362-F:8 is repealed and reenacted to read as follows:

362-F:8  Information Collection.

I.  By July 31 of each year, each provider of electricity shall submit a report to the commission or cause a report to be submitted by the administrator of the NEPOOL Generation Information System to the commission, in a form approved by the commission, documenting its compliance with the requirements of this chapter for the prior year.  The report shall also include the number of renewable energy certificates that were purchased during the prior year and identify the class of each renewable energy certificate and source of the renewable energy certificate.

II.  By July 31 of each year, each certified New Hampshire renewable energy certificate provider shall submit a report to the commission or cause a report to be submitted by the administrator of the NEPOOL Generation Information System to the commission, in a form approved by the commission, documenting the number of renewable energy certificates that were produced during the prior year on a quarterly basis and the class of each renewable energy certificate.

III.  The information under paragraphs I and II shall be disclosed as public information by the commission as part of its annual reporting pursuant to RSA 362-F:10, IV.  The commission may investigate compliance and collect any information necessary to verify and audit the information provided to the commission by providers of electricity and renewable energy certificates.

2  Effective Date.  This act shall take effect 60 days after its passage.

METHODOLOGY:

This bill requires electric providers to submit an annual compliance report to the Public Utilities Commission (PUC) that details the number of renewable energy certificates purchased, the class type and source.  This bill further requires each certified New Hampshire renewable energy certificate provider to annually submit a report to the PUC that specifies the number of renewable energy certificates, by class type, produced each quarter, during the prior year.  This bill also requires the PUC to include the new data reported to it in its annually reporting pursuant to RSA 362-F:10, IV.  The PUC states the electric provider information is currently reported on an individual basis and reporting consolidated detailed information will likely require a new database that will cost approximately $5,000 to build.  Additionally, the PUC states the reporting provision, relative to renewable energy certificate providers, may require it to reprogram the existing NEPOOL GIS system to accommodate the new data collection and reporting requirements at an estimated cost of $15,000.  Finally, the PUC states it will need to hire an additional part time Utility Analyst III position (LG 28, Step 5) at an estimated cost of $52,000 in FY 2018, $50,000 in FY 2019, $52,000 in FY 2020, and $53,000 in FY 2021.
