STATE OF NEW HAMPSHIRE

 

In the Year of Our Lord Two Thousand Eighteen

 

AN ACT establishing an electric vehicle charging stations infrastructure commission.

 

Be it Enacted by the Senate and House of Representatives in General Court convened:

 

154:1  New Chapter; Electric Vehicle Charging Stations Infrastructure Commission.  Amend RSA by inserting after chapter 4-F the following new chapter:

CHAPTER 4-G

ELECTRIC VEHICLE CHARGING STATIONS INFRASTRUCTURE COMMISSION

4-G:1  Electric Vehicle Charging Stations Infrastructure Commission Established.

I.  There is established an electric vehicle charging stations infrastructure commission.

II.  The members of the commission shall be as follows:

(a)  The commissioner or agency head of each of the following state agencies, or designee:

(1)  Office of strategic initiatives.

(2)  Department of transportation.

(3)  Department of safety.

  (4)  Department of environmental services.

(b)  A representative of Eversource, appointed by its president.

(c)  A representative of the New Hampshire Automobile Dealers Association, appointed by its president.  

(d)  A representative of the Business and Industry Association of New Hampshire, appointed by its president.

(e)  One member of the senate, appointed by the president of the senate.

(f)  Two members of the house of representatives, appointed by the speaker of the house of representatives.

(g)  A representative of Drive Electric NH, appointed by its chairperson.

(h)  A representative of Unitil, appointed by its president.

(i)  A representative of the electric vehicle charging infrastructure manufacturers industry, appointed by the governor.

III.  The commission shall make recommendations on:

(a)  The development of zero emission vehicle technology and infrastructure, including the private and rental residence, business, and municipal installation of electric vehicle charging stations.

(b)  The availability of high-speed charging stations and the role of proprietary technology in relation to their availability and use on public property.

(c)  The development of electric vehicle charging stations, including high-speed charging stations, in state and federal highway corridors and at public transportation hubs and parking garages.

(d)  New Hampshire joining the Multi-State ZEV Task Force or forming an interstate compact for the development of electric vehicle charging station networks.

(e)  Legislation on tax credits for private and rental residence and business installation of electric vehicle charging stations.

(f)  Changes needed to state laws, rules, and practices, including building codes and public utilities commission rules, to further the development of zero emission vehicle technology and infrastructure.

(g)  Potential private, state, federal, and municipal funding sources, including grants, the Volkswagen settlement and other settlement funds, and regional greenhouse gas initiative funds.

(h)  State agency workplace charging.

IV.  The first meeting of the commission shall be called by the senate member and shall be held within 45 days of the effective date of this section.  The members of the commission shall elect a chairperson from among the members at the first meeting.  Six members of the commission shall constitute a quorum.

V.  The commission shall report annually, beginning November 1, 2018, to the speaker of the house of representatives, the president of the senate, the governor, and the state library on or before November 1.  The reports shall describe the activities and findings of the commission and any recommendations for proposed legislation.

154:2  Repeal.  RSA 4-G, relative to the electric vehicle charging stations infrastructure commission, is repealed.

154:3  Effective Date.  

I.  Section  2 of this act shall take effect November 1, 2020.

II.  The remainder of this act shall take effect upon its passage.
