STATE OF NEW HAMPSHIRE
In the Year of Our Lord Two Thousand Nineteen
Be it Enacted by the Senate and House of Representatives in General Court convened:
1 New Section; Payment for Membership Dues With Taxpayer Funds Prohibited. Amend RSA 31 by inserting after section 3-a the following new section:
31:3-b Payment for Membership Dues With Taxpayer Funds Prohibited. Upon the expiration of current memberships and employment contracts valid on the effective date of this section, taxpayer funds shall not be used to pay membership fees to any professional association or organization.
2 Effective Date. This act shall take effect upon its passage.

METHODOLOGY:
This bill amends RSA 31 Powers and Duties of Towns to prohibit taxpayer funds from being used to pay membership fees to any professional association or organization. The bill would be effective upon passage and applicable upon the expiration of current memberships and employment contracts valid on the effective date of the bill. The Office of Legislative Budget Assistant has determined that to the extent local expenditures may be affected by this legislation, such expenditures may decrease by an unknown amount, and local budgets and expenses may be adjusted accordingly, therefore the local fiscal impact is indeterminable.
