A RESOLUTION condemning the use of government shutdowns.

This resolution condemns President Trump's attempt to use the recent government shutdown to further presidential policies at the expense of federal employees and the American public and urges Congress to enjoin any subsequent attempt by the President to claim a national emergency at the country's southern border.

In the Year of Our Lord Two Thousand Nineteen


A RESOLUTION condemning the use of government shutdowns.


Whereas, all members of the New Hampshire house of representatives take an oath of office requiring them to preserve, protect, and defend the United States Constitution, and therefore must not stand by idly, or be silent, in the face of threats to our constitutional government, even at the federal level; and

Whereas, the United States Constitution requires the President also to swear to preserve, protect, and defend the United States Constitution, and also to “take care that the laws be faithfully executed"; and

Whereas, President Donald J. Trump has, since the beginning of his presidential administration, been engaged in a constant pattern of misinforming, misleading, and attempting to deceive the American people; and

Whereas, President Donald J. Trump, in dereliction of his duty, has recently caused the shutdown of a substantial portion of the federal government, requiring hundreds of thousands of federal workers to work without pay and other hundreds of thousands to be furloughed without pay, thereby bringing great hardship to some 800,000 federal workers, while simultaneously depriving great numbers of American citizens and businesses of urgently needed government services, thus being guilty of maladministration and malfeasance; and

Whereas, President Donald J. Trump has engaged, throughout his time in office, in a false and divisive campaign of vilification and defamation of Mexicans and other peoples of Central America, and has more recently engaged in fearmongering regarding impending invasions, thus corruptly disturbing the peace and tranquility of our nation; and

Whereas, President Donald J. Trump has most recently threatened, without legitimate foundation or justification, to declare a state of national emergency regarding our southern border in order to gain access to, and divert, funds intended for the repair and reconstruction of storm-damaged areas in Puerto Rico, Texas, and Florida, so as to be able to construct, in contravention of the will of Congress, his “wall”, and even more dangerously, to greatly expand his executive powers; now, therefore, be it

Resolved by the House of Representatives:

That the New Hampshire house of representatives, in defense of the United States Constitution, condemns and rejects the use of shutdowns against blameless federal employees in furtherance of President Donald J. Trump's policies, and to the detriment of American citizens, who need and are entitled to their services; and

That any attempt by President Donald J. Trump to arrogate extraordinary powers to himself, in an unwarranted and false claim of a national emergency at our southern border, be immediately enjoined; and

That the clerk of the house of representatives immediately forward a signed copy of this resolution to each member of the New Hampshire congressional delegation for their consideration and response.
