*This assumes the Town of Seabrook elects to adopt the new racetrack fee structure proposed in this bill.

METHODOLOGY:

This bill authorizes the board of selectmen in a town to amend the formula used to determine the fee a racetrack will pay to the municipality where the facility is located.  Currently, New Hampshire only has one licensed racetrack, Seabrook Greyhound Park.  The current racetrack fee formula establishes a fee between $300 to $1,200 depending on the day and the total amount of dollars bet (“handle”) as depicted in the table below:

Day of Week

Daily Handle

Daily Municipal Fee

Monday – Saturday

<$300,000

Monday – Saturday

> $300,000

$400

Sunday

>$350,000 to <$500,000

$800

Sunday

>$500,000

$1,200

This bill allows a town to amend the municipal fee formula to a flat rate of $10 for every $10,000 or portion thereof in the aggregate pari-mutuel pool on any given day (“daily handle”).  An example of how this fee structure would be enacted is depicted in the table below with hypothetical examples.

In producing the estimated impact of this bill to local revenue, the Lottery Commission estimated the daily handle at Seabrook Greyhound Park is $91,910.34 a day (based on the FY 18 total handle of $33,547,274 divided by 365 days):

Under Current Law the Town Of Seabrook Receives an Estimated: $114,400

($300/Monday – Saturday and $400/Sunday = $2,200/Week) X 52 Weeks = $114,400

Under The Formula in this Bill the Town of Seabrook Receives an Estimated: $36,400

($100/day = $700/week) X 52 Weeks = $36,400

Estimated Net Revenue Impact To Local Government (Town of Seabrook): ($78,000)

$36,400 - $114,400 = ($78,000)
