METHODOLOGY:

This bill requires law enforcement agencies to gather and make available, at least annually, demographic data for police contacts (e.g., arrests, motor vehicle stops, etc.), which appears would likely result in increased expenditures at the state, county, and local levels in order to comply.  At this time, agencies are unclear as to the application of this proposed law in certain circumstances and is therefore unable to estimate the extent of the impact on expenditures.  It is assumed since the effective date of this bill is 60 days after passage, impacts would first be realized in FY 2022.
