STATE OF NEW HAMPSHIRE
In the Year of Our Lord Two Thousand Twenty Two
Be it Enacted by the Senate and House of Representatives in General Court convened:
292:1 Report Required; Appropriation; Commissioner of Environmental Services.
I. The commissioner of the department of environmental services shall prepare a plan to prevent the increase of, and eventually control, cyanobacterial blooms in New Hampshire's lakes and other waters. Such plan shall be supported by scientific data and shall include measurable milestones. The commissioner shall determine the organizational structure, foci, personnel, and resources needed to execute the plan. The commissioner shall also coordinate with appropriate stakeholders and the cyanobacteria plan advisory committee as may be required to execute the plan.
II. The sum of $30,000 for the fiscal year ending June 30, 2022 is hereby appropriated to the department of environmental services for the purpose of funding the study in paragraph I. The governor is authorized to draw a warrant for said sum out of any money in the treasury not otherwise appropriated. Said appropriation shall not lapse until June 30, 2023. The final plan shall be submitted in writing to the governor, the speaker of the house of representatives, and the president of the senate no later than November 1, 2023.
292:2 Cyanobacteria Plan Advisory Committee: The commissioner of the department of environmental services shall form an advisory committee made up of not more than 17 individuals who represent the following interests: one member of the New Hampshire house of representatives appointed by the speaker of the house and one member of the New Hampshire senate appointed by the president of the senate, department of environmental services, department of health and human services, fish and game department, environmental engineers, university of New Hampshire, veterinarians, NH LAKES, NH rivers council, lake associations, nature conservancy, lakes management advisory committee, and lake residents with experience in lake monitoring. The commissioner shall solicit information from the advisory committee relative to the causes and impacts of cyanobacteria, types of possible solutions and actions, budgetary and legislative recommendations, and ways to better communicate with the recreating public. Legislative members of the committee shall receive mileage at the legislate rate when attending to the duties of the committee. The advisory committee shall elect its own chair and meet until November 1, 2023.
292:3 Effective Date. This act shall take effect upon its passage.
