AMENDED ANALYSIS
This bill establishes a commission to study recruiting former members of the armed forces to job opportunities within the state of New Hampshire and creates a prospective repeal of the commission upon the filing of the commission's report.

STATE OF NEW HAMPSHIRE
In the Year of Our Lord Two Thousand Twenty Two
Be it Enacted by the Senate and House of Representatives in General Court convened:
293:1 New Section; Commission on Armed Forces Workforce Recruitment Established. Amend RSA 110-B by inserting after section 73-d the following new section:
110-B:73-e Commission on Armed Forces Workforce Recruitment.
I. There is hereby established a commission to study the feasibility of a program to attract former members of the armed forces to the New Hampshire workforce.
II. The members of the commission shall be as follows:
(a) Four members of the house of representatives, appointed by the speaker of the house of representatives.
(b) One member of the senate, appointed by the president of the senate.
(c) The chairperson of the state veterans' advisory committee established in RSA 115-A, or designee.
(d) One person representing the department of military affairs and veterans services, appointed by the commissioner.
III. Legislative members of the commission shall receive mileage at the legislative rate when attending to the duties of the commission.
IV. The commission shall:
(a) Research available job opportunities throughout the state of New Hampshire where the skills of former members of the armed forces are necessary.
(b) Identify incentives for employers in the state who hire veterans.
(c) Identify policy recommendations and proposed legislation to assist in the minority veteran opportunities.
(d) Report its findings and any recommendations for proposed legislation to the speaker of the house of representatives, the president of the senate, the house clerk, the senate clerk, the governor, and the state library on or before November 1, 2022.
V. The commission may consult with any individual or entity it sees fit to accomplish its duties as described in paragraph IV of this section.
VI. The members of this commission shall elect a chairperson from among the members. The first meeting of the commission shall be called by the first-named house member. The first meeting of the commission shall be held within 45 days of the effective date of this section. Five members of the commission shall constitute a quorum.
293:2 Repeal. RSA 110-B:73-e, relative to the commission on armed forces workforce recruitment, is repealed.
293:3 New Section; Commission on Demographic Trends. Amend RSA 12-O by inserting after section 55 the following new section:
12-O:55-a Commission on Demographic Trends.
I. There is established a commission on demographic trends. The commission shall develop long-term net migration goals, review and recommend programs and legislation designed to meet the net migration goals, and monitor the success of any such programs.
II. The members of the commission shall be as follows:
(a) One member of the senate, appointed by the president of the senate.
(b) Four members of the house of representatives, appointed by the speaker of the house of representatives.
(c) The commissioner of the department of business and economic affairs, or designee.
(d) Six New Hampshire citizens who have expertise to support the mission of the commission, appointed by the governor.
III. The commission shall elect a chairperson from its membership, and any other officers it deems necessary. The terms of the elected members of the commission shall be coterminous with their terms in offices; the terms of all other appointed members shall be 3 years. In the event of a vacancy, a new member shall be appointed for the unexpired term in the same manner as the original appointment. The first meeting of the commission shall be called by the first-named house member. The first meeting of the commission shall be held withing 45 days of the effective date of this section. Seven members of the commission shall constitute a quorum.
IV. The commission shall report at least annually to the governor, speaker of the house of representatives, president of the senate, clerk of the house of representatives, clerk of the senate, and state library. The annual report shall be posted on the general court website.
V. The commission shall create a biennial scorecard on New Hampshire's demographic condition and trends, which shall be distributed to the governor, speaker of the house of representatives, president of the senate, clerk of the house of representatives, clerk of the senate, county commissioners, and state library. The scorecard also shall be posted on the general court website.
293:4 Department of Health and Human Services; Ten-Year Current Services Cost Projections; Reference to State Demographer Deleted. Amend RSA 9:9-e, IV to read as follows:
IV. The department shall issue the cost projections by September 30, 2019 and shall issue new projections every 2 years thereafter[, or upon notice to the department by the state demographer of demographically-induced changes in demand for public services and projected effects on state government revenues].
293:5 Legislative Report of 10-Year Current Services Cost Projections; Reference to State Demographer Deleted. Amend RSA 9:9-f to read as follows:
9:9-f Legislative Report of 10-Year Current Services Cost Projections. On or before February 1 of each budget year, prior to the transmission of the budget to the legislature under RSA 9:2, the legislative budget assistant [, in consultation with the state demographer,] shall provide to the house and senate finance committees, a report with the 10-year current services cost projections described in RSA 9:9-d and RSA 9:9-e and any other relevant factors identified by the legislative budget assistant or [state demographer] the state agencies listed in RSA 9:9-d and RSA 9:9-e. The report also shall be posted on the general court website.
I. Section 2 of this act shall take effect November 1, 2022.
II. Sections 3-5 of this act shall take effect 60 days after its passage.
III. The remainder of this act shall take effect upon its passage.
