Floor Amendment to HB 1113

 

Amend the title of the bill by replacing it with the following:

 

AN ACT allowing remote instruction to satisfy the required number of hours of school.

 

Amend the bill by replacing all after the enacting clause with the following:

 

1  Education; Days of School; Remote Instruction.  Amend RSA 189:1 to read as follows:

189:1 Days of School; Remote Instruction.

I. The school board of every district shall provide standard schools for at least 180 days in each year, or the equivalent number of hours as required in the rules of the department of education, [at such places in the district] as will best serve the interests of education and give to all the pupils within the district as nearly equal advantages as are practicable. 

II.  A school district may conduct remote instruction for up to 5 days per year, or the equivalent number of hours, when the school has been closed due to inclement weather, an emergency, or other extenuating circumstances impacting the health, safety, and welfare of students and school staff. Remote instruction shall satisfy the required amount of instructional time under applicable statutes and state board of education rules. If a district desires to implement remote instruction for more than 5 days per year, the district may petition the commissioner of the department of education requesting that the district be allowed to offer remote instruction for more than 5 days per year. The petition shall state why inclement weather, an emergency, or other extenuating circumstances impacting the health, safety, and welfare of students and school staff makes it necessary for the district to offer more than 5 days of remote instruction per year. The commissioner shall accept or deny the request within 48 hours of receipt of the petition.

2  Effective Date.  This act shall take effect 60 days after its passage.

AMENDED ANALYSIS

 

This bill allows remote instruction to satisfy school instruction requirements for up to 5 school days for when a school is closed due to inclement weather, an emergency, or other extenuating circumstances.
