Floor Amendment to HB 1159

 

Amend the title of the bill by replacing it with the following:

 

AN ACT recognizing December 10, 2022 as Victims of Oppression Memorial Day.

 

Amend the bill by replacing all after the enacting clause with the following:

 

1  Declaration of Purpose.  Despite many efforts to protect the human rights of all citizens worldwide, the 20th century has seen an explosion of human rights violations, pogroms, killings, and the persecution of millions of people.  Millions of people were killed in the name of communism, fascism, religious persecutions, as well as by order of military dictatorships and authoritarian governments and now in 2022 as the result of the invasion of Ukraine by Russia.  It is important to acknowledge all of these victims and remember them.   

2  Victims of Oppression Memorial Day.  The governor shall proclaim December 10, 2022 as Victims of Oppression Memorial Day and shall urge cities, towns, school administrative units, school districts, state community colleges, state colleges, and state universities throughout the state to observe the day in an appropriate manner including, but not limited to, education on topics such as human rights, the history of oppressive governments, and the history of religious pogroms worldwide.

3  Effective Date.  This act shall take effect 60 days after its passage.
